Village Board Official Minutes
March 14th, 2022
Held at Village Hall and via Teleconference
Meeting was called to order by President Houston at 6:03 pm
Trustees Present: Tamara Pollnow, Adam Jaskie, Pat Goldammer, Don Houston, Troy
McReynolds, Robert Nash
Excused: Andrew Ewert
Others Present: Colleen Schauer, Zeke Jackson, Mike Sponholtz, Rick Huening, Sgt Jeschke,
Lt. Gehrand, Heather Kinkade, Dave Findlin
Public Comments: Eric Carlson spoke to events for Explore Waterford.
Minutes: Motion by Pollnow to approve the 02.14.22 Village Board Minutes. Second by
McReynolds. All aye. Motion carried.
Reports:
Sherriff: Lt. Gehrand gave the January Racine Country Sherriff’s activity report.
Police: Sgt. Jeschke gave the January Waterford Police Department report.
Administrator: Jackson spoke to updates on the Ten Club Park project. Motion by Goldammer to
approve the recommendation of the administrator to reject the bids for the Ten Club Park
project. Second by McReynolds. All aye. Motion carried.
Sewerage District: Goldammer gave updates on the Western Racine County Sewerage District.
New Business:
1- CSM: Motion by Nash to approve a CMS under the Village’s Extraterritorial Plat Review
authority for Baumann. Second by Goldammer. All aye. Motion carried.
2 – LPI: Motion by Pollnow to approve a 5-year contract for the Village’s newsletter service.
Second by Jaskie. All aye. Motion carried.
3 – Lofts 2: Motion by Houston to approve the CSM and the sale of property to Mike Casey in an
amount of $15,000, depicted as a remnant lot from the Lofts 2 project after completion of
constructions. Second by Goldammer. All aye. Motion carried.
4 – O’Reilly: Motion by Pollnow adopt Resolution 961-031422, Authorizing the sale of a portion of
parcel 191041936001008, commonly addressed as 401 S. 6th St., and approving plans and
development agreement for the proposed development to O’Reilly Auto Parts Store. Second by
Jaskie. All aye. Motion carried.
5 – RCIC: Motion by McReynolds to approve Resolution 957-031422, Authorizing the entry into
the voluntary compact of intergovernmental cooperation council for Racine County and Its
Municipalities. Second by Pollnow. All aye. Motion carried.
6 – GO Note: Motion by Nash to approve Resolution 959-031422, RESOLUTION AUTHORIZING
THE ISSUANCE OF $4,727,000 GENERAL OBLIGATION PROMISSORY NOTES AND THE
ISSUANCE AND SALE OF A $4,727,000 NOTE ANTICIPATION NOTE IN ANTICIPATION
THEREOF with three signers, are the treasurer Michelle Vandehey, clerk Rachel Ladewig, and
President Houston. Second by Jaskie.
Roll call vote: Nash – aye; Goldammer – aye; Pollnow – aye; Houston – aye; McReynolds – aye.
Motion carried.
7- GO Note: Motion by to approve Resolution 960-031422, RESOLUTION AUTHORIZING THE
ISSUANCE OF$3,694,000 TAXABLE GENERAL OBLIGATION PROMISSORY NOTES AND THE
ISSUANCE AND SALE OF A $3,694,000 TAXABLE NOTE ANTICIPATION NOTE IN
ANTICIPATION THEREOF with three signers, are the treasurer Michelle Vandehey, clerk Rachel
Ladewig, and President Houston. Second by Pollnow. Roll call vote: Nash – aye; Goldammer –
nay; Pollnow – aye; Houston – aye; McReynolds – aye. Motion carried.
8 – Milwaukee Ave.: Motion by Goldammer to approve a recommendation of the Public Works
Committee to enter into a contract with Baxter and Woodman for Design as well as Construction
Administration services for Road Work on Milwaukee Ave. Second by McReynolds. All aye.
Motion carried.
Closed Session: Motion by Nash to convene into Executive Session pursuant to Wisconsin
State Statutes, Section 19.85(e) Deliberating or negotiating the purchasing of public properties,
the investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session at 6:28 pm. Second by Pollnow. Roll
call vote: Nash – aye; Goldammer – aye; Pollnow – aye; Houston – aye; McReynolds – aye. Motion
carried.
Motion to go back into open session by at 7:09 pm by Pollnow. Second by Jaskie. All aye.
Motion carried.
Motion by Pollnow to accept Attorney Terry’s recommendation regarding a settlement with
Medical Billing Associates. Second by McReynolds. All aye. Motion carried.
Motion by Goldammer to adjourn at 7:10pm. Second by McReynolds. All aye. Motion carried.
