Village of Waterford Village Board Official Minutes April 10th, 2023 Held at Village Hall, 123 N River Street Meeting was called to order by President Houston at 6:00 pm. Trustees Present: Don Houston, Bob Nash, Pat Goldammer, Tamara Pollnow, Troy McReynolds, Adam Jaskie, Andrew Ewert Others Present: Rachel Ladewig, Zeke Jackson, Rick Huening, Mike Sponholtz, Heather Kinkade, Chief Kevin Hafemann, Mike Schoenfeld Comments & Correspondence: Letter from Burlington Mayor Jeannie Hefty about leasing of Liquor Licenses. President Houston Proclaimed the 2023 Arbor Day Proclamation Minutes: Motion by Nash to approve the 2/13/23 Regular VB Minutes, 2/13/23 Joint VB & Finance Committee Meeting and 3/13/23 Regular VB Meeting, second by Pollnow. All Aye. Motion carried. Reports: Various staff included their reports in the packet and had nothing additional to report. Chief Hafemann gave his report for the Fire Department Committee, Commission & Board Appointments: Motion by Ewert, second by Jaskie to confirm President Houston’s Committee, Commission and Board appointments for 2023 as listed in the packet. All aye. Motion carried. Standing Committees: Western Racine County Sewerage District had an approval of an expansion plan that will increase capacity and take care of the phosphate problem. New Business: 1. Public Hearing. Discussion on Ordinance 689-041023, Amending and Recreating Ch. 235, Land Division. No one was present to speak at the public hearing. Motion by Pollnow, second by Jaskie to close the Public Hearing. All aye. Motion carried. There was clarification at the meeting that the boundary was amended to include the newly annexed DeGrave Property. Motion by Houston, second by McReynolds, to adopt Ordinance 694-031323 Amending and Recreating Ch. 235, Land Division by roll call vote; Nash-aye, Goldammer-aye, Pollnow-aye, Houston-aye, McReynolds-aye, Jaskie-aye, Ewert-aye. Motion carried. 2. Public Hearing. Discussion on Ordinance 692-041023, Amending and Recreating Ch 260, Piers. No one was present to speak at the public hearing. Motion by Pollnow, second by Ewert to close the Public Hearing. All aye. Motion carried. The new ordinance shifts the responsibility of regulating and permitting of Piers from the Plan Commission/Village Board to the Village Building Inspector. Motion by Nash, second by McReynolds, to adopt Ordinance 692-041023 Amending and Recreating Ch 260 Piers. All aye. Motion carried. 3. Public Hearing. Discussion on Ordinance 693-041023, Amending and Recreating Ch 148, Intoxicating Liquor. No one was present to speak at the public hearing. Motion by McReynolds, second by Pollnow, to close the Public Hearing. All aye. Motion carried. The new ordinance allows Fuel/Service Stations to sell, not only beer, but wine and liquor as well. Motion by Pollnow, second by Goldammer to adopt Ordinance 693-041023 Intoxicating Liquors. All aye. Motion carried. 4. The Trustees reviewed the plans and development agreement for the Saturn 5 Storage Condo project at Lot 15 of the Mercury Development. Motion by Nash, second by McReynolds, to adopt Resolution 992-041023 Authorizing the Sale of Lot 15 of the Mercury Development to Saturn 5 Storage Condos, LLC, Steve Schwid and Aaron Schwid. All aye. Motion carried. The Schwid’s agreed they would provide the Village with a Condo Plat prior to closing. 5. The Trustees discussed the idea of a resolution to support the alcohol license leasing between communities but decided it would be better to table the idea until the City of Burlington comes forward with a Resolution first. Motion by McReynolds, second by Jaskie to table the resolution to support alcohol license leasing between communities. All aye. Motion carried. 6. The Trustees discussed an update to an MOU with Neumann homes related to the DeGrave Farm Development. Motion by Ewert, second by Jaskie, to approve the MOU Update with Neumann Homes related to the DeGrave Farm Development. All aye. Motion carried.
