Village of Waterford Village Board Official Minutes June 10, 2024 Held at Village Hall, 123 N River Street Meeting was called to order by President Houston at 6:00 pm. Trustees Present: Don Houston, Bob Nash, Tamara Pollnow, Troy McReynolds, Adam Jaskie Excused: Pat Goldammer, Andy Ewert Others Present: Rachel Ladewig, Zeke Jackson, Rick Huening, Mike Sponholtz, Heather Kinkade, Tom Mroczkowski (Boundary Agreement Member), John & Rebecca Palmer, other members of the public The following individuals addressed the Village Board: Ed Olander – 4609 Riverside Rd – Various, WWMD Pier Abra Dexter – 208 N 5th St, Waterford, WI – Ten Club Park Janice Piper – 701 Rohda Dr, Waterford, WI – Ordinance public info Minutes: Pollnow motioned and Nash seconded to approve the 5/13/24 Village Board Minutes. All aye. Motion carried. Licenses: JRP Properties submitted an application for a “Class B” Combination Liquor License. The Palmers presented their plan (an upscale wine & bourbon bar) to the Village Board and requested to secure the only non-Reserve Class B Liquor license that the Village has available instead of one of the several available Reserve licenses. The Reserve license has a State mandated $10K price tag, whereas the non-Reserve is only a few hundred. The Trustees discussed the possibilities of the situation for some time and then agreed in the end that they would hold the non-Reserve license for the Palmers with conditions attached. The Palmers (JRP Holdings) stated they would invest over 500K in property improvements to create the upscale wine / bourbon establishment they envision it to be. The board will work with the Palmers, who must present plans and a Development Agreement stating they will develop the property as indicated. The license will be officially granted after they have received all approvals and the establishment has been fully remodeled according to the plans that were agreed upon. Motion by Nash, seconded by Jaskie to approve all alcohol Licenses as listed below. All aye except McReynolds. Motion carried. McReynolds recused himself for conflict of interest on this motion. Motion by Nash, second by McReynolds to approve Resolution 1016-061024 Compliance Maintenance Annual Report. All aye. Motion carried. Discussion disallowance of a claim 4/24/24 E Main St near S Seventh St for Rebecca Johonson. Motion by Houston, second by Nash to deny the claim as recommended by the Village’s insurer. All aye. Motion carried Discussion about Dogs on the walking path in Ten Club Park; consider a motion to refer to the DPW Committee for analysis and further discussion. The trustees agreed to have the Administrator draft an Ordinance and bring it to the DPW Committee and then back to the Village Board for final approval. Discussion on updated Job Descriptions and a recommendation of the Personnel Committee. Motion by Pollnow, second by Nash to approve the updated Job Descriptions. All aye. Motion carried. Discussion on recommended updates on the Village’s Personnel Manual from the Personnel Committee. Jackson briefed the board on the main differences; switching to a PTO program and how the Village will have a better Long Term disability program in the event something should happen to one of the Village’s employees, like cancer, etc. Motion by Pollnow, second by Nash to approve the updated Personnel Manual.
