MINUTES OF THE CITY COUNCIL MEETING JUNE 07, 2021 1. The meeting was called to order by Mayor Smith at 7:30 p.m. 2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller. 3. Pledge of Allegiance led by Mayor Tom Smith. 4. Correction or Withdrawal of Agenda Items by Sponsor. None. 5. Approval of Minutes as Written or Amended. Approval of City Council Meeting Minutes dated 05-17-21. Motion made by Alderman Kyle Buettner and seconded by Alderman Darter to approve the City Council Meeting Minutes from 05-17-21. Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’. 6. Petitions by Citizens on Non-Agenda Items. Mr. Tim Holmes and Mr. Jordon Riley addressed the City Council about the condition of Country Club Lane. They were curious if the Mayor had discussed a resolution in repairing the road with the Monroe County Board of Commissioners. The Mayor stated the City of Waterloo is currently in negotiations with the County regarding repair work. 7. Reports and Communications from the Mayor and other City Officers. A. Report of Collector. Consideration and Action on Resolution No. 21-13 Authorizing the Execution of an Amended and Restated Transportation Service Agreement for Rate Schedule FTS, Contract #461, Between the City of Waterloo, Illinois and Enable Mississippi River Transmission, LLC (MRT), to Expire July 31, 2024. Motion made by Alderman Notheisen and seconded by Alderman Hopkins on Approving Resolution No. 21-13 Authorizing the Execution of an Amended and Restated Transportation Service Agreement for Rate Schedule FTS, Contract #461, Between the City of Waterloo, Illinois and Enable Mississippi River Transmission, LLC (MRT), to Expire July 31, 2024. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’. B. Consideration and Action on Resolution No. 21-14 Authorizing the Execution of an Intergovernmental Agreement (2021 Traffic Signal Master Agreement) Between the City of Waterloo, IL and the Illinois Department of Transportation to be Effective July 1, 2021 through June 30, 2031. Motion made by Alderman Row and seconded by Alderman Kyle Buettner on approving Resolution No. 21-14 Authorizing the Execution of an Intergovernmental Agreement (2021 Traffic Signal Master Agreement) Between the City of Waterloo, IL and the Illinois Department of Transportation to be Effective July 1, 2021 through June 30, 2031. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’. C. Consideration and Action on Ordinance No. 1824 Authorizing an Amendment to the City of Waterloo, IL Revised Code of Ordinances, Chapter 40 Zoning, Section 40-1-15 Definitions, by the Addition of “Recovery Residence” and Section 40-2-3(B) General Zoning District Regulations, by the Addition of “Recovery Residence” as a Special Use Permit Required in the B-2 General Business District. Mayor Smith and City Attorney Dan Hayes explained that this ordinance amendment is only to add the term, and definition, of “Recovery Residence” as a Special Use Permit in a B2 General Business District. If the ordinance is amended, a special use permit would need to be submitted for approval by the City of Waterloo Planning Commission and the City of Waterloo Board of Appeals. A lengthy discussion was held on this ordinance amendment with opinions expressed from the community. Most of those who were in attendance spoke for the ordinance change, however, several community members spoke in opposition to the proposed amendment. Consideration and Action on Warrant No. 602. Motion made by Alderman Darter and seconded by Alderman Kyle Buettner to approve Warrant No. 602. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’. B. Consideration and Action on Additional Funds Needed for the Purchase of Fifty (50) Lifetime 72” Picnic Tables in the Amount of $1,317.00 to be paid out of Gambling Proceeds to Account for Increase in Raw Material Cost and Updated Quote from Lifetime, previously approved on April 5, 2021 Council Agenda. Discussion of Matters by Council Members Arising After Agenda Deadline. Mayor Smith conveyed his thanks to those in attendance and to the Waterloo High School for the use of their facility. 18.
