Call to Order and Roll Call Pursuant to due call and notice thereof, the special meeting of the Watertown City Council was called to order at 6:30 p.m. Tuesday, December 4, 2018 in the Council Chambers of City Hall by Mayor Steve Washburn. Council Members present: Washburn, Deb Everson, Mike Walters and Adam Pawelk. City Staff present: City Administrator Shane Fineran and Clerk/Treasurer Lynn Tschudi. Guests: Ryan Schroeder Those who signed in were: Brad Kipp 2. Adopt Agenda EVERSON MOVED, PAWELK SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 4-0. 3. New/Old Business A. Capital Acquisition - Fire Department Pagers & Portable Radios Council discussed the new total price on the fire department pagers and portable radios. WALTER MOVED, EVERSON SECONDED A MOTION TO ADOPT RESOLUTION 2018-152, RE-AUTHORIZING THE ACQUISITION OF PAGER & PORTABLE RADIOS. MOTION CARRIED 4-0. B. 2019 Budget & Levy Information Presentation City Administrator Fineran presented the 2019 budget and levy with a power point presentation. Some of the highlights included: A. Review of timeline for the budget process B. Preliminary budget adoption C. Continued market growth throughout Watertown: 14% increase from 2018 D. Tax capacity increase, tax rate decrease of 5.6% from 2018 E. Review of 2019 expenditures – law enforcement, pavement maintenance, staff training and development, sidewalk repair, general fund support for downtown TIF/redevelopment bonds There are 27 projects planned for various areas during 2019: Rescue 12 replacement, CIPP lining, website maintenance, ice rink boards, and the disc golf course are just a few mentioned by Fineran. The average valued home would incur a tax liability of $1,311 for the city of Watertown for 2019 (2.8% increase from 2018). Revenue is forecasted to increase by 8% from 2018. Proposed increase in utility rates will affect the usage only and not the base rates: 1% water, 4% sewer and 5% storm water. WALTERS MOVED, EVERSON SECONDED A MOTION TO CLOSE THE PUBLIC HEARING. MOTION CARRIED 4-0. 4. Adjournement Members of the City Council and City staff may convene directly following the adjournment of the meeting at the Luce Line Lodge in a purely social event.
