MINUTES OF THE Mayor Steve WATERTOWN CITY COUNCIL Washburn Special Meeting Wednesday, December 26, 2018 Deborah Everson Lindsay Guetzkow Adam Pawelk Michael Walters 1. Call to Order and Roll Call Pursuant to due call and notice thereof, the special meeting of the Watertown City Council was called to order at 9:31 a.m. Wednesday, December 26, 2018 in the Council Chambers of City Hall by Mayor Steve Washburn. Council Members present: Washburn, Deb Everson, Mike Walters, and Lindsay Guetzkow. City Staff present: City Administrator Shane Fineran and Clerk/Treasurer Lynn Tschudi. 2. Adopt Agenda WALTERS MOVED, EVERSON SECONDED A MOTION TO ADOPT THE AGENDA. MOTION CARRIED 4-0. 3. New/Old Business A. Watertown Fuel & Food Tobacco License City Administrator Fineran explained that the Watertown Fuel and Food is requesting reinstatement of their 2018 tobacco license as well as approval of their 2019 application for selling tobacco. Fineran stated that earlier this fall the applicant was charged with a felony due to selling tobacco after revocation. There is no conviction for this charge as of now. City code states the council has the option to approve or deny based on this information. Everson asked if Fuel and Food is in good standing with the city. Fineran stated yes, the reasons for revocation was initiated by the State of Minnesota. The city has received a compliance certificate from the Minnesota Department of Revenue clearing this issue. Guetzkow asked if the outcome from the settlement hearing on January 29th will have any impact on the 2019 license. Fineran said it could, but we will know anything until that date. WALTERS MOVED, EVERSON SECONDED A MOTION TO ADOPT RESOLUTION 2018-166, APPROVING CIGARETTE LICENSES REINSTATEMENT AND RENEWAL. MOTION CARRIED 4-0. 4. Claims EVERSON MOVED, GUETZKOW SECONDED A MOTION TO APPROVE THE 2018 CLAIMS. MOTION CARRIED 4-0. 5. Adjournment Members of the City Council and City staff may convene directly following the adjournment of the meeting at the Luce Line Lodge in a purely social event. Membes of the public are welcome to attend. GUETZKOW MOVED, WALTERS SECONDED A MOTION TO ADJOURN THE MEETING AT 9:41AM. MOTION CARRIED 4-0. Page 1 of 1
