Call to Order and Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order at 6:30 p.m. Tuesday, June 25, 2019 in the Council Chambers of City Hall by Mayor Steve Washburn. Council Members present: Washburn, Deborah Everson, Lindsay Guetzkow, and Adam Pawelk. City Staff present: City Administrator Shane Fineran and Clerk/Treasurer Lynn Tschudi. 2. Adopt Agenda GUETZKOW MOVED, EVERSON SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 4-0. 3. Consent Agenda Discussion and Approval All items listed under the consent agenda are considered to be routine by the City Council and will be enacted by one motion on an affirmative vote by roll call of a majority of the members present. There will be no separate discussion of these items unless a Council member or citizen so requests, in which event, the item(s) will be removed and discussed prior to the adoption of the consent agenda. Recognition of Susan Hoese, Deputy Clerk Treasurer City Administrator Fineran recognized Susan Hoese, who retired from the City of Watertown as their Page 1 of 3  Deputy Clerk Treasurer since 2013. B. Windows into Watertown Photo Contest Fineran said that photographs are needed for the upcoming website makeover. He is hoping to generate fun, iconic images by engaging the public in a photo contest. There will be five categories and a winner will be named in each category with a $50 prize awarded. Categories are: people/pets/families, community gatherings, city landmarks, youth (for photographers age 15 and younger), and outdoor life and landscapes. The due date for photos will be September 30, 2019. Images of people need a release form. GUETZKOW MOVED, EVERSON SECONDED A MOTION TO APPROVE THE WINDOWS INTO WATERTOWN PHOTO CONTEST. MOTION CARRIED 4-0. C. Appointment of Insurance Agent of Record Fineran explained to council that the city participate in the League of MN Cities insurance trust program. Most cities in MN are members of the trust for property casualty and workers comp. The city is required to appoint an insurance agent to act on behalf of the city. The commission is a flat fee and is set by the trust. Staff sent out RFP packets to local insurance agents. Three proposals were received and reviewed. Staff is recommending council appoint Oakwood Insurance Agency and Cory Mitteness as the agent of record. Pawelk is glad to see a local agent responded to the RFP. GUETZKOW MOVED, PAWELK SECONDED A MOTION TO ADOPT RESOLUTION 2019-88, APPOINTING INSURANCE AGENT OF RECORD FOR THE CITY OF WATERTOWN. MOTION CARRIED 4-0. 6. Other Reports Fineran reported the Planning Commission will meet Thursday June 27 to discuss flexible commercial zoning. Fineran said the library has planted pollinator gardens around city hall. Pawelk said the park commission met to discuss the work Bolton & Menk completed on the sidewalk and trail master plan. He said a program called InputID will be used to gather feedback from residents on current and future trails. Everson reminded residents to lock their vehicles to prevent theft. 7. Claims PAWELK MOVED, EVERSON SECONDED A MOTION TO APPROVE THE CLAIMS ROSTER FOR THE 2019 BUDGET. MOTION CARRIED 4-0. 8. Adjournment Members of the City Council and City staff may convene directly following the adjournment of the meeting at the Luce Line Lodge in a purely social event.
