Call to Order and Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order at 6:30 p.m. Tuesday, September 10, 2019 in the Council Chambers of City Hall by Vice-Mayor Michael Walters. Council Members present: Walters, Deborah Everson, Lindsay Guetzkow, and Adam Pawelk. City Staff present: City Administrator Shane Fineran and Clerk/Treasurer Lynn Tschudi. Those who signed in were: Donna & Brad Kipp, Christopher Baumann, Jackson Fisher, and Andrew Kuhnau. 2. Adopt Agenda GUETZKOW MOVED, EVERSON SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 4-0. 3. Consent Agenda Discussion and Approval All items listed under the consent agenda are considered to be routine by the City Council and will be enacted by one motion on an affirmative vote by roll call of a majority of the members present. There will be no separate discussion of these items unless a Council member or citizen so requests, in which event, the item(s) will be removed and discussed prior to the adoption of the consent agenda. EVERSON MOVED, GUETZKOW SECONDED A MOTION TO ADOPT THE CONSENT AGENDA AS PRESENTED. MOTION CARRIED 4-0. A. Adopt a motion to approve City Council Workshop meeting minutes from August 27, 2019 B. Adopt a motion to approe City Council Regular meeting minutes from August 27, 2019 C. Consider Resolution #2019-123, Approving Temporary Intoxicating Liquor License for the Watertown Lions D. Consider Resolution #2019-124, Accepting Resignation of Probationary Fire Fighter Zachary Snyder E. Consider Resolution #2019-125, Approving Solicitor Permits for Core Exteriors and American Dream Home Improvements, Inc. 4. Open Forum 5. New/Old Business A. Sugarbush Park Playground Public Engagement City Administrator Fineran said the Sugarbush Park Playground is scheduled for replacement in 2020. The park commission is interesting in finding out if residents are using the park and looking for feedback on replacement. Fineran would like to hold a public engagement in October in order to provide the Park Commission direction on replacement of the park equipment. Watertown resident Brad Kipp addressed council. He said the park is very inaccessible. He is not Page 1 of 2  opposed to upgrading the park, however he does not think a full replacement of equipment would be worth the investment. Pawelk said the Park Commission would like to flush out ideas for the Sugarbush parcel by engaging with the public. Guetzkow agreed that the Sugarbush Playground appears to be in someone’s yard rather than public property. She asked Fineran why that area was determined suitable for the park. Fineran said it is located in a spot where there are no utilities and the landscape is flat. Guetzkow asked if the site could be brought up to code with minimal changes. Fineran said it would likely need to be completely replaced to adhere to fall zones. Council is in favor of a public engagement session. 6. Other Reports A. Municipal Storm Damage Update - Shane Fineran, City Administrator City Administrator Fineran reported on the storm damage repair at the city from the August 5th hail storm. Fineran said the city will need to bid out the repairs on all city buildings due to the high cost (over $175,000). Plans and specifications will be created prior to the bid process. All expenses to create plans and specifications will be covered by insurance. Work will be completed next spring. 7. Claims PAWELK MOVED, EVERSON SECONDED A MOTION TO APPROVE THE CLAIMS ROSTER FOR THE 2019 BUDGET. MOTION CARRIED 4-0. 8. Adjournment Members of the City Council and City staff may convene directly following the adjournment of the meeting at the Luce Line Lodge in a purely social event.
