Call to Order and Roll Call Pursuant to due call and notice thereof, the special meeting of the Watertown City Council was called to order at 6:31 p.m. Tuesday, December 3, 2019 in the Council Chambers of City Hall by Mayor Steve Washburn. Council Members present: Washburn, Deborah Everson and Adam Pawelk. City Staff present: City Administrator Shane Fineran and Clerk/Treasurer Lynn Tschudi. 2. Adopt Agenda EVERSON MOVED, PAWELK SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 3-0. 3. 2020 Budget and Levy Public Information Session Presentation 2020 All Funds Budgets Fineran introduced the 2020 budget for council. The preliminary levy was adopted on September 24th at which time the levy was $2,100,000. Since that time, market values have been released with Watertown receiving an 8.1% increase from 2019 values. The proposed final levy is $2,085,000 with special debt levy of $460,000 and an EDA levy of $58,575. These levy amounts would have an impact on the average valued home of 1.42%, or $19.04 annually. The net levy of $1,948,539 is a 6% increase from 2019. Fineran highlighted the main operating expense categories: police, fire wages, managed IT, pavement maintenance, and staff development. There are 34 capital projects planned for 2020 amounting to $1.2M. Fineran reviewed the Enterprise Fund budget and water/sewer usage rates for council. Small increases are planned for water/sewer/storm sewer. The increases average about $2.26 per month. Council commended staff for a thorough report. Washburn reminded residents the final levy will be adopted on December 10. 4. Adjourn PAWELK MOVED, EVERSON SECONDED A MOTION TO ADJOURN THE MEETING AT 6:53 PM. MOTION CARRIED 3-0. Page 1 of 1
