Call to Order and Roll Call Pursuant to due call and notice thereof, the special meeting of the Watertown City Council was called to order at 8:02 a.m. Tuesday, February 25, 2020 in the Council Chambers of City Hall by Mayor Steve Washburn. Council Members present: Washburn, Mike Walters, Deborah Everson with Lindsay Guetzkow arriving at 8:22 a.m. City Staff present: City Administrator Shane Fineran, City Engineer Andrew Budde, Utilities Superintendent Doug Kammerer, Public Works Superintendent Mike Dressel, and Clerk/Treasurer Lynn Tschudi. 2. Adopt Agenda EVERSON MOVED, WALTERS SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 3-0. 3. Consent Agenda Discussion and Approval All items listed under the consent agenda are considered to be routine by the City Council and will be enacted by one motion on an affirmative vote by roll call of a majority of the members present. There will be no separate discussion of these items unless a Council member or citizen so requests, in which event, the item(s) will be removed and discussed prior to the adoption of the consent agenda. WALTERS MOVED, EVERSON SECONDED A MOTION TO ADOPT THE CONSENT AGENDA AS PRESENTED. MOTION CARRIED 3-0. A. Adopt a motion to approve City Council Regulr Meeting Minutes from February 11, 2020 B. Adopt a motion to approve Pay App #2 - Final for 2019 CIPP Project C. Consider Resolution #2020-24, Approving Consumption & Display Permit for Mario's Italian Kitchen D. Consider Resolution #2020-27, Approving Closing of Fund 834 and Transferring balance to General Fund 4. Open Forum 5. New/Old Business A. Sanitary Sewer Crossing Stabilization Project City Engineer Andrew Budde said staff identified erosion along the east bank of the Crow River directly across from the main lift station during the summer of 2019. In order to stabilize this area, it is suggested to install rip rap. At the January 28 meeting, staff directed Budde to solicit quotes for the work. Barber Construction was the low bidder at $29,800. Work is to be done in early March to avoid the spring melt. Walters asked if the sanitary manholes are on the city property. Budde said yes, however to the north right of entry was granted by MNWA Riverside MHP, LLC. B. 2020 Mill & Overlay Pavement Maintenance & Trail Project Plans Engineer Budde said council authorized the preparation of plans and specs for the 2020 Mill and Overlay project on November 12, 2019. Budde detailed the areas of the project for the 2020 Mill and Overlay. Budde said $316,000 was budgeted in the 2020 CIP for the Mill and Overlay project. Budde noted that a $12,292.50 grant was received for the installation of a sump structure and SAFL baffle on Madison Avenue to treat previously untreated storm water prior to entering the Crow River. In regards to the Luce Line Trail Connection Project, Budde said the city was awarded $150,000 from the MnDNR Local Trails Connection Grant. The grant will help with construction of a trail from Hutchinson Road to the Luce Line Trail. Budde stated after review by the DNR, they suggested to extend the trail rather than installing a switchback as originally planned by staff. Budde said the DNR’s proposed option would require clearing of trees as well as an extended time frame. Budde explained the detail of the retaining wall and reluctance for possible graffiti on the retaining wall blocks. An additional piece of the project is the paving at the fire station. This would include a concrete apron in front of the building. Budde said the Grove Street hockey rink would be repaved as well. He detailed the process for the repaving. Budde said the original estimate was very low based on the site work required to improve the rink. An alternate for the rink would be to stripe the rink for basketball and pickle ball courts. Walters asked Budde how much more the ornamental fence would cost at the Luce Line Trail Connection. Budde estimated that it would be double the chain link fence. Everson asked if the city has to go with the DNR’s recommendation. Budde said no, however they do see people go off of trails with sharp switchbacks. Everson asked why staff is considering the ornamental fencing. Fineran said simply for aesthetics to match throughout the city. Washburn asked if the trail was extended per DNR suggestion, if the amount of fence and retaining wall would be reduced. Budde said no. Guetzkow asked about the painting of the blocks and would prefer to have them kept grey. Fineran said he is able to fill the gaps with the funding on the projects by using unreserved fund balances after the audit is complete for 2019. Council agreed to not paint the blocks. Washburn would like to take the time to consider the straight shot for the trail. He is worried about kids not making the turn for the switchback. Washburn asked if it still makes sense to keep the projects bundled all together for the bid. Budde said he does think the projects are similar and make sense to keep together. Council asked about the option to choose various contractors for the different projects. Budde said that is not ideal because the contractors will inflate their prices. Council agreed to take a look at constructing the trail as a straight shot rather than the switch back. Council discussed the fencing options based on cost. Page 2 of 3  Fineran asked if council is comfortable bidding the Luce Line Trail Connection separately from the Mill and Overlay project. Council discussed keeping it as one project and possibly putting together a change order. Guetzkow agreed that the Grove Street rink gets the most use in the community and there is an expectation that it is getting replaced in the community in the near future. Walters would like to see what the quotes come in at for the rink repairs. EVERSON MOVED, GUETZKOW SECONDED A MOTION TO ADOPT RESOLUTION 2020- 26, APPROVING THE 2020 MILL AND OVERLAY PAVEMENT MAINTENANCE AND TRAIL PROJECT PLANS AND AUTHORIZING BID. MOTION CARRIED 4-0. 6. Other Reports Budde updated that the Wetlands are being prepped for the weir construction. Guetzkow updated the infant toddler wing is now open at the Community Learning Center. Walters updated on the Chamber meeting. 7. Claims GUETZKOW MOVED, WALTERS SECONDED A MOTION TO ADOPT THE 2020 CLAIMS AS PRESENTED. MOTION CARRIED 4-0. 8. Adjournment Members of the City Council and City staff may convene directly following the adjournment of the meeting at the Luce Line Lodge in a purely social event.
