Call To Order And Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order at 6:30 p.m. Tuesday, July 28, 2020 in the Council Chambers of City Hall by Mayor Steve Washburn. Council Members present: Washburn, Deborah Everson, Lindsay Guetzkow, and Adam Pawelk. City Staff present at City Hall: City Administrator Shane Fineran, Clerk/Treasurer Lynn Tschudi, and Public Services Superintendent Mike Dressel. 2. Adopt Agenda PAWELK MOVED, EVERSON SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 4-0. 3. Consent Agenda Discussion And Approval EVERSON MOVED, GUETZKOW SECONDED A MOTION TO ADOPT THE CONSENT AGENDA AS PRESENTED. MOTION CARRIED 4-0. 3.A. Adopt A Motion To Approve City Council Workshop Meeting Minutes Of July 14, 2020 3.B. Adopt A Motion To Approve City Council Regular Meeting Minutes Of July 14, 2020 4. Open Forum 5. New/Old Business 5.A. Capitol Investment Project #CI102 - Highland Park Painting Public Services Superintendent Mike Dressel said it has been planned in the CIP to paint the Grandstand, picnic pavilion, dugouts, and electrical building at Highland Park. Dressel recommends accepting the low quote from Gallus Painting for $17,440. GUETZKOW MOVED, EVERSON SECONDED A MOTION TO ADOPT RESOLUTION 2020-101, APPROVING LOW QUOTE FOR PAINTING AT HIGHLAND PARK GRANDSTAND AND OUTBUILDINGS. MOTION CARRIED 4-0.  accepting the low quote from Gallus Painting for $17,440. Other Reports Dressel updated council on the seal coat and crack sealing process. He said the seasonal employees are doing a great job. The new employee William Meyers is a team player and hard worker. Guetzkow asked for an update on the hockey rink and the Madison sidewalk. Dressel said the hockey rink is slated for completion in September and the Madison sidewalk will be complete in mid-August. Fineran updated the mill and overlay casting is complete. The Luce Line trail project paving will be complete by mid-August. Primary election is August 11 at City Hall. The local filing period opened today, and applications are being accepted through August 11. Council Member Pawelk updated the Park Commission met with a representative from Flagship Recreation to discuss the Sugarbush playground. Input was provided from residents on what they would like to see at the park. Guetzkow updated the city-wide clean-up day will be September 25. Mayor Washburn thanked staff and Council for their flexibility during COVID. He thinks it is great that Watertown continues to grow during a pandemic. 6.A. Q2 Financials Update Clerk/Treasurer Tschudi provided an update to council on the quarter two financial reports. Overall, the City is in a strong financial position. 7. Claims 7.A. Approve 7-28-2020 Claims Roster GUETZKOW MOVED, EVERSON SECONDED A MOTION TO APPROVE THE 2020 CLAIMS AS PRESENTED. MOTION CARRIED 4-0. 8.
