Call To Order And Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order at 6:30 p.m. Tuesday, August 25, 2020 in the Council Chambers of City Hall by Mayor Steve Washburn. Council Members present: Washburn, Michael Walters, Deborah Everson, Lindsay Guetzkow, and Adam Pawelk. City Staff present at City Hall: City Administrator Shane Fineran and Clerk/Treasurer Lynn Tschudi. Those who signed in: Pam Blacketter. 2. Adopt Agenda EVERSON MOVED, GUETZKOW SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 5-0. 3. Consent Agenda Discussion And Approval 3.A. Approve Regular Meeting Minutes Of August 13, 2020 PAWELK MOVED, WALTERS SECONDED A MOTION TO ADOPT THE CONSENT AGENDA AS PRESENTED. MOTION CARRIED 5-0. 4. Open Forum Pam Blacketter approached council to ask that they evaluate the current city ordinance for UTV’s and ATV’s. Blacketter explained that she had been driving her UTV (side by side) to work at the grocery store until she was told by a police officer that it was against the city ordinance. She shared a compilation of nearby city’s UTV/ATV ordinances with council. Blacketter would like to be able to driver her UTV to work. Washburn invited Blacketter to the September 8 council meeting where they will be evaluating the current ordinance for ATV’s as it is written. 5. Other Reports City Administrator Fineran updated on two bond refundings that will save the city over $100,000. He updated that the 2020 Mill and Overlay project is way behind and has not reached substantial completion. The City is eligible for monetary damages of up to $1,500 per day due to the delay. Fineran shared that the community clean up day is September 26 and will take place at the Industrial Park as it has in the past.  5. She stated there will not be a mailed Community Education fall booklet. Walters updated there will be a Chamber meeting August 26. Pawelk updated the Park Commission approved the initial Sugarbush Park layout. 6. Claims 6.A. August 25, 2020 Claims PAWELK MOVED, EVERSON SECONDED A MOTION TO APPROVE THE 2020 CLAIMS AS PRESENTED.
