Watertown City Council Regular Meeting Mayor Steve Washburn Lindsay Guetzkow Adam Pawelk Michael Walters Dan Schuette 7/13/2021 - Minutes 1. Call To Order And Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order in the Council Chambers of City Hall at 6:34 p.m. Tuesday, July 13, 2021, by Mayor Steve Washburn. Council Members present: Washburn, Mike Walters, Adam Pawelk, Lindsay Guetzkow, and Dan Schuette. City Staff present: Interim City Administrator Jeff O’Neill, Administrative Services Director Lynn Tschudi, and City Engineer Andrew Budde. 2. Adopt Agenda PAWELK MOVED, GUETZKOW SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 5-0. 3. Consent Agenda Discussion And Approval WALTERS MOVED, SCHUETTE SECONDED A MOTION TO ADOPT THE CONSENT AGENDA AS PRESENTED. MOTION CARRIED 5-0. 3.A. 6-22-21 Regular Minutes 3.B. City Hall Carpet Revised Quote Administrative Services Director Tschudi presented the revised quote from Waverly Flooring. She explained that the carpet installer retired, driving the quote up by $1,500. Pawelk asked about the timing of the previous quote and the 30-day guarantee. Tschudi explained that the quote was good for 30 days, but the payment had not been sent to secure the contract. Schuette said he would have liked to have seen the carpet quotes obtained from multiple vendors. Washburn thanked staff for completing the process and getting a reasonable quote. WALTERS MOVED, GUETZKOW SECONDED A MOTION TO ADOPT RESOLUTION 2021-81, APPROVING RE QUOTE FOR COMMUNITY CENTER CARPET REPLACEMENT. MOTION CARRIED 5-0. 5.B. Turf To Native - Kings Meadows & Others Engineer Budde said the City has been coordinating with the Carver County Watershed Management Organization on four sites in Watertown that could be converted from grass to native grasses. A total of 9.85 acres has been identified: a. Kings Meadow Park – 5.04 acres b. Watertown Water Treatment – 4.00 acres c. Rick Johnson Park – 0.56 acres d. 824 Southview St SE – 0.25 acres Budde said the project will install more natural plantings; reduce the amount of stormwater runoff from maintained turf areas, reducing the amount of phosphorus, nitrogen, and suspended solids washing in to the nearby storm ponds and river; and reduce the amount of treated drinking water begin used to irrigate turf grass and reducing the stress on groundwater. The CCWMO has obtained $50,000 in grant funds. They will be the lead on the project and will be responsible for establishment and maintenance for the first two years. The total for establishment and maintenance of the four park areas in Watertown is $54,500. The CCWMO has asked if the City would contribute the additional $4,500 to complete all areas. The City will then be responsible for the annual maintenance for the following 15 years. Budde said it is about $3,000 a year to maintain these areas by a professional company. The cost for the professional maintenance is offset by the reduction of staff time to mow and maintain the turf. Guetzkow suggested removing the Southview Street portion since it is so near backyards. Mayor Washburn asked if the Park Commission discussed this project. Pawelk said there was an open house with residents where most of the feedback was positive. WALTERS MOVED, PAWELK SECONDED A MOTION TO ADOPT AMENDED RESOLUTION 2021- 84, APPROVING A TURF TO NATIVE MAINTENANCE AGREEMENT WITH CARVER WATER MANAGEMENT ORGANIZATION, REMOVING ITEM D (SOUTHVIEW STREET LOCATION) AND REDUCING THE CITY CONTRIBUTION ACCORDINGLY. MOTION CARRIED 5-0. 6. Other Reports Interim City Administrator Jeff O’Neill gave updates regarding: 1. City council workshops 2. Sheriff department updates 3. Planning commission meeting dates 4. Fire department PERA benefit modification 5. Library dehumidification HVAC update 6. Team building survey Engineer Budde updated that the Sugarbush Park will be finishing up in the next couple weeks. Council Member Guetzkow updated on the exciting events taking place at the upcoming Rails to Trails festival July 30-31. 7. Claims 7.A. 2021 Claims PAWELK MOVED, GUETZKOW SECONDED A MOTION TO APPROVE THE 2021 CLAIMS. MOTION CARRIED 5-0. 8.
