Watertown City Council Regular Meeting Mayor Steve Washburn Lindsay Guetzkow Adam Pawelk Michael Walters Dan Schuette 2/8/2022 - Minutes 1. Call To Order And Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order in the Council Chambers of City Hall at 6:35 p.m. Tuesday, February 8, 2022, by Mayor Steve Washburn. Council Members present: Washburn, Adam Pawelk, Dan Schuette, Lindsay Guetzkow, and Mike Walters. City Staff present: City Administrator Jake Foster, Administrative Services Director Lynn Tschudi, and Public Services Director Mike Dressel. 2. Adopt Agenda GUETZKOW MOVED, PAWELK SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 5-0. 3. Consent Agenda Discussion And Approval GUETZKOW MOVED, SCHUETTE SECONDED A MOTION TO ADOPT THE CONSENT AGENDA AS PRESENTED. MOTION CARRIED 5-0. 3.A. Authorization To Purchase Melroe UW 5600 Toolcat And Attachments Public Services Superintendent Mike Dressel said on January 11, 2022, council approved staff to solicit quotes for a Melroe Toolcat. In March of 2021 staff reviewed the budgeted dollar amount for the Toolcat and attachments in preparation for the 2022 budget. At that time, the Toolcat without the attachments cost $54,139.72. With the attachments the total came to $68,880.92. In anticipation of the cost of equipment going up, staff budgeted $71,000 for 2022. Dressel said the cost of the Toolcat with the four attachments is $81,828.18, which is $10,828.18 over budget. Anticipated delivery time is six months from when the order is placed. Staff received the two quotes for the Toolcat and attachments: Lano Equipment, Inc, Loretto $81,828.18 Lano Equipment of Norwood Young America $81,984.49 Council Member Pawelk voiced his concern about being over budget by $11,000. He said that is not a small dollar amount and is worried that the next item to be purchased will be over budget as well and all those overages will add up throughout the year. Council Member Guetzkow is in favor of making the large purchase of the equipment right now but possibly holding off on a couple of the attachments until a later date. Walters agreed with Guetzkow. Schuette said he is worried about the prices increasing even more in the six months before receiving the Toolcat. He suggested selling one of the Kubotas to free up additional cash. Dressel proposed to forgo the chip seal on the first segment of roads that was completed six years ago because they are still in good shape. The savings for this would be around $30,000. Council Member Walters asked which two attachments would be more valuable. Dressel said the plow and the snowblower would be the most helpful. Dressel proposed ordering the Toolcat now and revisiting the attachments later in the year when we know where the budget sits. WALTERS MOVED, GUETZKOW SECONDED, A MOTION TO PURCHASE THE TOOLCAT WITH THE V-PLOW AND BUCKET NOW AND RE-EVALUATE THE PURCHASE OF THE REMAINING ATTACHMENTS LATER IN THE YEAR. MOTION CARRIED 5-0. 6. Other Reports Foster updated that staff had the final teambuilding session today. Washburn updated on the Carver County Leaders meeting. 7. Claims 7.A.
