1. Call To Order And Roll Call
Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was

called to order in the Council Chambers of City Hall at 6:30 p.m. on Tuesday, October 25, 2022, by
Mayor Steve Washburn.
Councilmembers present: Steve Washburn, Mike Walters, Dan Schuette, and Adam Pawelk,
Councilmembers absent: Lindsay Guetzkow.

Reisdorf.
Others Present: Kay Thul.
2. Adopt Agenda

5.A. 5A - MetroNet Fiber Agreement
City Administrator, Jake Foster, introduced this item to the City Council. Foster explained that city staff
has been working with a representative of Carver County and Metronet on a fiber agreement that would
allow Metronet to install and build out fiber broadband infrastructure throughout the city. He explained
that this has been completed previously in other cities in Carver County. Foster highlighted a difference
between the proposed agreement and that with other cities. He stated the Metronet will not be offering
video service as part of their product offerings. As such, Foster explained that without the video

services, a franchise agreement would not be required.
Foster reviewed that at the February 2, 2022 City Council meeting, the City Council gave staff direction
to pursue and draft a fiber agreement with Metronet in lieu of a franchise agreement for video services.
He referenced the agreement as part of the meeting packet. Foster explained that the fiber would be

installed within the right of ways of streets and that it would be up to each private residence to decide
whether to connect in or not. Foster explained the connections to current and future city locations.
Foster recommended to the City Council the adoption of Resolution 2022-79 that would approve the
fiber agreement between the City of Watertown and Metrofibernet, LLC (dba MetroNet).

PAWELK MOVED TO APPROVE RESOLUTION 2022-79 APPROVING THE FIBER AGREEMENT
WITH METROFIBERNET LLC (DBA METRONET). SCHUETTE SECONDED. MOTION PASSED 4-0.
6. Other Reports

Foster explained that the 2023 Mill and Overlay Project Open House is scheduled for November 16, 2022 at
5:00 pm at City Hall.
Foster reminded the City Council that the November City Council meetings have been pushed back a week
because of the November 8, 2022 Election and the Thanksgiving Holiday.

Pawelk mentioned that there will be a Park Commission meeting in November.
Schuette stated that there is a Planning Commission meeting on November 3, 2022.
Foster mentioned that there will likely be a special meeting the morning of November 17, 2022 to approve
the results of the election.
Walters informed that the EDA met to discuss a grant application review for facade improvements to La
Catrina Restaurante.
