Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to
order in the Council Chambers of City Hall at 6:32 p.m. on Tuesday, April 9, 2024, by Mayor Mike Walters.
Councilmembers present: Mike Walters, Kay Thul and Adam Pawelk.

City Staff present: City Administrator Jake Foster, Administrative Service Director Michael Sommerfeld,
Fire Chief Tom Hanson and Public Services Superintendent Mike Dressel.

5.A. 5A - 2024 Fire Station Maintenance
Fire Chief Tom Hanson presented an update on solicited pricing for scheduled maintenance items that
were listed in this year's CIP. The specifics of this project did include wall paintings, floor refinishing in
the apparatus bay, some tube heaters in the apparatus bay, and then a rooftop HVAC unit in addition to
retrofitting our lights in the apparatus bay with LED bulbs.

The first quote I have on the list, is the wall painting. We received one bid from Tom Middlestead
Painting for $12,250.
HVAC updates, which includes that rooftop HVAC unit and the bay heaters. We would like to use

Hollywood Heating and Air with a total price of $40,400.
Relighting and re-lamping the fire station. The bid we received was from Roy's Electric for $6,725.00.
Next on our list, is the recoding of the apparatus floor. I am looking to proceed with Swedeboro, which

does a lot of commercial flooring in the Twin Cities metro area for fire stations in addition to public
works facilities. I'm looking to present the quote for $45,100 to Swedeboro for the flooring project.
An Xcel rebate was something that we had out there when we did our energy audit in 2023. There are
some incentives out there. These are estimations until we get the final bills and submit those, those
numbers could change. The total project expenditure budget was $168,448, and the estimated cost on
this as it stands right now is $104,475.
Councilmember Pawelk added, I appreciate the thorough walkthrough of the packet from the Chief
tonight. Just one note, the complied costs of the $104,475, that's pre-rebate reduction. So it could be,
as you noted, it could be another $2,800-$2,900 less than that, potentially.

5.B. 5B - Bucket Truck
Public Services Superintendent Mike Dressel addressed the council seeking to increase the budget
from $75,000 to $105,000. Asking for $30,000 plus or minus $10,000 less than what we have saved on
some of the projects this year already.
6. Other Reports

Mike Dressel also reported on the Chevy one-ton Dually they purchased has finally came in and should be
able to pick it up this week.
City Administrator Jake Foster added that the truck was ordered it in 2023, but that was after we ordered it

in 2021 and it never came in 2022, and then was reordered in 2023.
Jake Foster noted that the halfway bridge down County Road 27 towards Delano is going to get replaced
this year. The bridge is going to remain in place while they construct the other one with minimal if any
impact to traffic.

Jake Foster also noted some concerns from residents regarding the Republic Services bill increase. March
showed a kind of charge back that was included on the bill, that was inflated more than what residents will
see on their typical quarterly bills. Then just a reminder that, we reached out to seven other providers and
no one else provided a bid to provide service to our area. However, we feel like there is a lot of value with the
weekly recycling and free yard waste pickup and all the help we do with the community events.

Councilmember Pawelk noted that next Wednesday, is the Park Board Commission meeting.
Jake Foster followed up that Brad Kipp, Chair of the Park Board Commission, liked the Commission on the
Aging survey so much, he thought that's something the Park Commission should take on and will have for

discussion. So that is on the schedule here in the Council Chambers at 6.30 next Wednesday.
Councilmember Thul reported on the Commission on Aging survey that was sent out to everyone. As of
last Wednesday, they have had 406 responses. We are really happy with what people are interested in,
things they want to know more information about, and so we are going to take that information and see
what we can do to meet those needs. We also welcomed a new commissioner to the Commission on
Aging. Mary Barfnecht is our newest member, so we look forward to working with Mary.
