Call To Order And Roll Call R Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order in the Council Chambers of City Hall at 6:31 p.m. on Tuesday, August 27, 2024, by Acting Mayor Adam Pawelk. Deputy Cripps provided a monthly report and introduced new hire, Deputy Tyler Riggleman to the City of Watertown. Deputy Cripps also reiterated to residents that if something is happening, to please call it in right away to the Sheriff's office, no matter what time of day and someone will respond. A Deputy Riggleman introduced himself to Council and staff. He moved here from Goodhue County where he worked for nine years. He is excited to be in Watertown and has already been driving through the neighborhoods to get to know the area. Deputy Riggleman will be working the 4pm - 4am shift. Fire Chief Tom Hanson presented his monthly report of fire calls. There were 47 calls, which brings the total for the year up to 405. Five of those calls were fire related; 42 medicals; and two rescue calls. He R noted that the rescue call was for the river, and again wanted to mention that it is dangerous and very unpredictable with the current so strong. He would like to remind people to be as safe as they can. Chief Hanson also mentioned that they have brought on two new firefighters, Bryce Duske and Adam Maisch from the recent hiring process. They have been with us since the beginning of August and are progressing through the fire academy along with other Carver County hires that are around us. D Chief Hanson mentioned there will be a Fire Department Open House tentatively scheduled for September 23rd. We will be partnering with Gather & Grow food shelf to collect food donations as well. More information will be coming out. 5. New/Old Business 5.A. 5A - Cove At River Ridge Development Agreement And Easement Vacation COUNCILMEMBER MCGUIRE MOVED TO APPROVE THE DEVELOPMENT AGREEMENT FOR THE COVE AT RIVER RIDGE PENDING THE LETTER OF CREDIT TOTAL. COUNCILMEMBER THUL SECONDED. MOTION CARRIED 3-0 COUNCILMEMBER THUL MOVED TO CLOSE REGULAR MEETING AT 7:09PM AND OPEN PUBLIC HEARING. COUNCILMEMBER MCGUIRE SECONDED. MOTION CARRIED 3-0 COUNCILMEMBER THUL MOVED TO CLOSE THE PUBLIC HEARING AND REOPEN THE REGULAR CITY COUNCIL MEETING AT 7:10PM. COUNCILMEMBER MCGUIRE SECONDED. MOTION CARRIED 3-0  COUNCILMEMBER THUL MOVED TO CLOSE THE PUBLIC HEARING AND REOPEN THE REGULAR CITY COUNCIL MEETING AT 7:10PM. COUNCILMEMBER MCGUIRE SECONDED. MOTION CARRIED 3-0 COUNCILMEMBER MCGUIRE MOVED TO ADOPT THE AMENDED RESOLUTUION #2024-36 AND RESOLTUION #2024-39 UPDATAING THE FINAL PLAT RESOLUTION AND VACATING THE DESCRIBED EASEMENTS ACROSS THE WATER'S EDGE AND SUGARBUSH DEVELOPMENTS. COUNCILMEMBER THUL SECONDED. MOTION CARRIED 3-0 T 6. Other Reports City Administrator Foster reported that he met with the Spring Mill developers, along with Tom Hanson, Michael Sommerfeld and Mark Kaltsas, to talk about next steps. F 7.
