Watertown City Council T Regular Meeting Mayor Michael Walters Adam Pawelk F Fred McGuire Dan Schuette Kay Thul 1. Call To Order And Roll Call R A 9/10/2024 - Minutes Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order in the Council Chambers of City Hall at 6:32 p.m. on Tuesday, September 10, 2024, by Mayor Mike Walters. D Councilmembers present; Mike Walters, Kay Thul and Adam Pawelk Councilmember(s) absent: Dan Schuette and Fred McGuire City staff present: Interim City Administrator Tom Hanson, Administrative Services Director Michael Sommerfeld and City Planner Mark Kaltsas 2. Adopt Agenda COUNCILMEMBER KAY THUL MOVED TO ADOPT THE AGENDA AS AMENDED. COUNCILMEMBER ADAM PAWELK SECONDED. MOTION CARRIED 3-0 3. Consent Agenda Discussion And Approval COUNCILMEMBER PAWELK MOVED TO APPROVE THE CONSENT AGENDA AS PRESENTED. COUNCILMEMBER THUL SECONDED. MOTION CARRIED 3-0 3.A. Minutes - September 2, 2024 - Special City Council Meeting 3.B. 3A - STREET CLOSURE - WM HOMECOMING PARADE 3.C. 3C- WWTF Pay Applications No 27 And No 28 3.D. Open Forum Resident Drew Wendt introduced himself to the Council and staff and asked if the city codes on the website are the most current codes. Mr. Wendt continued to ask about Chapter 58, and what local paper is used to publish notices. Council agreed that city codes were current and up to date. T 5. New/Old Business COUNCILMEMBER WALTERS MOVED TO OPEN THE PUBLIC HEARING ON THE VACATION. COUNCILMEMBER THUL SECONDED. MOTION CARRIED 3-0 F Mayor Walters asked if anyone wants to speak on the vacation of the easements of the wetland park. Having none, seeing none. COUNCILMEMBER WALTERS MOVED TO CLOSE THE PUBLIC HEARING. A COUNCILMEMBER PAWELK SECONDED. MOTION CARRIED 3-0 5.A. Wetlands Of Watertown Final Plat RFA CC _9.10.2024-Compressed R City Planner Mark Kaltsas presented consideration of Resolution #2024-42 and #2024-43 Wetlands of Watertown Final Plat. COUNCILMEMBER PAWELK MOVED TO ADOPT RESOLUTION #2024-42 APPROVING PRELIMINARY AND FINAL PLAT OF WATERTOWN WETLANDS. D COUNCILMEMBER THUL SECONDED. MOTION CARRIED 3-0 COUNCILMEMBER MIKE WALTERS MOVED TO ADOPT RESOLUTION #2024-43 VACATING THE DISCRIBED DRAINAGE AND UTILITY EASEMENTS IN ACCORDANCE WITH THE WATERTOWN WETLANDS FINAL PLAT. COUNCILMEMBER THUL SECONDED. MOTION CARRIED 3-0 5.B. Direction On Salary Range Of City Administrator Position Interim City Administrator Hanson presented discussions he had with Liza from David Drownen Associates. COUNCILMEMBER THUL MOVED THAT AN ADJUSTMENT TO THE SALARY FOR THE CITY ADMINISTRATOR POSITION EXTEND THE RANGE UP TO $117,000 TO $146,116 AND EXTEND THE APPLICATION PERIOD TO OCTOBER 1, 2024. COUNCILMEMBER PAWELK SECONDED. MOTION CARRIED 3-0 6. Other Reports Interim City Administrator Hanson reported that Michael has been working hard on the budget. Tom also reported that the new wastewater plant now is operational and has been diverted. There has been a lot of progress out there. Councilmember Pawelk reported there were no Park Board updates. There is conversation of getting some newer information, posting that or releasing in a newsletter and will look to do that in Spring of 2025. Councilmember Thul reported Commission on Aging met the first Wednesday and mentioned that three commissioners attended a county-wide Commission on Aging meeting at the Arboretum. They are moving forward with the planning of the holiday dinner to be held on December 3rd at 4:00pm. 7. Claims T 7.A. 7A - Claims COUNCILMEMBER PAWELK MOVED TO APPROVE THE CLAIMS ROSTER AS PRESENTED. F COUNCILMEMBER THUL SECONDED. MOTION CARRIED 3-0 8.
