Call To Order And Roll Call A 6/24/2025 - Minutes R Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order in the Council Chambers of City Hall at 6:30 p.m. on Tuesday, June 24, 2025, by Mayor Walters. Our opinion is we believe everything in the financial statements themselves are reported in accordance with generally accepted accounting principles and are materially accurate. T 5.A. 5.A. RFA - Resolution 2025-25 Accepting The 2024 Financial Audit COUNCILMEMBER MIKE WALTERS MOVED TO ADOPT RESOLUTION 2025-25 ACCEPTING THE 2024 FINANCIAL AUDIT. F COUNCILMEMBER EVERSON SECONDED. MOTION CARRIED 5-0 5.B. 5.B. RFA - Resolution 2025-26 Approving Rails To Trails Street Closures A COUNCILMEMBER EVERSON MOVED TO TABLE RESOLUTION 2025-26 APPROVING THE USE OF STREETS AND MUNICIPAL PARKING LOTS FOR THE 2025 RAILS TO TRAILS EVENTS. COUNCILMEMBER WALTERS SECONDED. MOTION CARRIED 5-0 5.C. 5.C. RFA - Towing Contract R Public Services Lead Mike Loehrs presented on the towing contract. The city received two proposals, one from R&V Service from Mayer, and one from Williams Towing from Minnetrista, which was bought out by Collins Brothers in St. Cloud. After reviewing, staff is requesting that the proposal turned in by R&V is the one we would like to go with, and it will be a three-year contract. D COUNCILMEMBER MCGUIRE MOVED TO APPROVE THE 2025 TOWING CONTRACT PROPOSAL FROM R&V SERVICE AND TOWING, LLC. COUNCILMEMBER EVERSON SECONDED. MOTION CARRIED 5-0 5.D. 5.D. RFQ - 3,000 Gallon Salt Brine Storage Tank COUNCILMEMBER THUL MOTED TO APPROVE THE SOLICITATION OF QUOTES FOR A 3,000- GALLON DUAL WALL STORAGE TANK. COUNCILMEMBER KASHEIMER SECONDED. MOTION CARRIED 5-0 6. Other Reports City Administrator Dan Tolsma reported that today was the first day for the additional program at the food shelf, Gather & Grow, which will take place every Tuesday until the middle of August. If people want to stop and check it out, they have a lot of fresh produce and other food items, and want to help them get the word out that this is available. Tolsma also made a quick mention that the annual League of Minnesota Cities conferences are this week, and that Deb and Kay will be attending. Councilmember Thul reported on the Park Board meeting last week. They are reviewing the trail plan and are getting it up to date. They would really like the city to have all the trails connected. They will be going through re-looking at what are their priorities to see what they want to focus on moving forward. Mayor Walters reported that the city initiated a Public Safety Commission to give oversight on our policing  Councilmember Thul reported on the Park Board meeting last week. They are reviewing the trail plan and are getting it up to date. They would really like the city to have all the trails connected. They will be going through re-looking at what are their priorities to see what they want to focus on moving forward. Mayor Walters reported that the city initiated a Public Safety Commission to give oversight on our policing contract and our policing services. I would just like to let our constituents know that this is something we are very much on top of and we are going to be making sure that we are bringing the best product to the city. 7.
