1. Call to Order and Roll Call
Mayor Steve Washburn called the Watertown City Council Workshop to order at 5:30 p.m. Tuesday, February
13, 2018 in the Council Chambers of City Hall. Council Members present: Washburn, Michael Walters,
Deborah Everson, Lindsay Guetzkow, and Adam Pawelk. City Staff present: City Administrator Shane
Fineran, City Engineer Andrew Budde, Utilities Superintendent Doug Kammerer, Public Services
Superintendent Mike Dressel and Clerk-Treasurer Lynn Tschudi.
2. New Business
A. Hwy 25 Improvement Update
Fineran stated that during the capital improvement process for 2018, the urbanization of Highway 25
was originally removed from the plan due to investment needs by the City reaching upwards of $1.6
million dollars to complete the project. MNDOT officials have approached staff with an opportunity
for a unique funding program that may support completion of the urbanization and pedestrian
facilities with the majority of expense being absorbed by MNDOT. This program is offered by
MNDOT through their Mainstreets Program to assist in completing areas in small towns that include
state highways. Fineran spoke with a representative from MNDOT who is estimating around $2.5
million dollars to be committed to this project set for completion in 2020. Fineran asked Council if
the City should explore this opportunity presented by MNDOT.
Mayor Washburn asked about the roadway documents included in the packet. Budde answered that
these are original drawings and very high level to visualize how the lanes would lay out. He pointed
out the turn lanes added for better flow and keep people off of the through lanes.
Guetzkow asked about limited access to the Subway and gas station location. She wants to make
sure none of the businesses along Highway 25 are limited access to their locations. Budde said the
City will provide feedback on this to MNDOT. Guetzkow is asking for the rational in having the
sidewalk on the residential side of the highway vs the commercial side. Budde said this is consistent
with the property to the North as well as utilizing the Highland Park. He said there is possibility for a
5 foot sidewalk on the other side of the street. Budde stated crossing concerns would be addressed at
logical intersections.
Guetzkow asked about City costs associated with this in regards to utilities. Budde estimated it at
around $55K to move utilities - he stresses this is only construction costs. Washburn added that it is
hard at this point to put a number on what aesthetic upgrades we would be doing.
Walters said he would like to see the project extended to Hutchinson or Reo Road rather than to have
sidewalks on both sides. He thinks if the state will pay for it, we should pursue it.
Washburn asked about design costs and staff support for the project. Fineran answered that MNDOT
would take the lead on the project. Budde added staff would assist MNDOT in evaluating City
preferences so they know what direction to take. Washburn asked for clarification on billable hours
for Bolton & Menk. Budde answered that it depends on the scope of the project. Fineran clarified
that the discussion for tonight is if we would like MNDOT to consider Watertown as a project
location. He also said that this project would feel a lot different than past projects because MNDOT
would be taking the lead.
Everson asked about the preliminary estimate included in the packet. Budde said these figures are

based on the original idea included in the packet. The figures include a storm water option as well as
an additional trail to Highland Park. Washburn asked if this includes soft costs. Budde stated no,
since MNDOT would be the lead in the construction so they would cover the soft costs. Washburn
asked if Bolton & Menk has worked on projects where MNDOT has been the lead. Budde estimates
soft costs for the City at 5% rather than the typical 20%.
Walters asked if MNDOT would cover lighting. Budde replied only lighting that they deem
necessary.
Everson asked about a timeframe for the project. Fineran said MNDOT would like to hear back
after tonight's meeting. Everson expressed that it would be a missed opportunity if we didn't explore
this, however she is disappointed that a representative from MNDOT did not attend in order to
answer Council questions.
Pawelk asked if Budde's estimate included any lighting. Budde said no lighting is included.
Washburn stated that MNDOT construction costs tend to be higher. He asked Budde if the prices
included reflect that. Budde answered that the numbers included are for the area of Watertown and
feels they are comparable.
Washburn pointed out that the current design is likely what could be funded with the MNDOT grant,
but when we start adding in all the extras, the City's portion of the cost share will increase. He said
we need to decide what we want to do and how much staff time we sink into it. Washburn would
like to see the current plan submitted to MNDOT, and no out of City expenses to exceed $10,000-
$20,000.
Council discussed the possibility of connecting a trail to the Luce Line in the future.
Washburn asked Council if they agree on the concept included in packet. Council members agree.
He asked Council if they want staff to explore other funding opportunities such as Safe Route to
School or connection to Luce Line. Council members agree. Pawelk wants to make sure the Council
Members aren't forgetting about other trail connections previously discussed, such as Newton Ave.
Walters agreed with Pawelk as well but would still like to pursue the grant money.
Washburn summarized that they are interested in the grant money, but do not want to spend a lot
doing it and would like to explore other funding options as well.

Re: Hwy 25 Improvement Update
During the capital improvement planning process during the 2018 budget preparation activity the City Council
reviewed various transportation improvements along the Highway 25 corridor in Watertown. The projects
included roadway and pedestrian route enhancements that included urbanization of the corridor to include curb,
gutter, turn lanes, and pedestrian facilities through the corridor. Review of a potential project in this area was
motivated by a desire to see enhanced pedestrian through ways, better connection to downtown, and an
enhanced transportation network serving this vital commercial corridor in the community. Additionally, MNDOT
is planning a mill and overlay in the corridor with small ADA improvements to intersections in 2020. Carver
County also recently adopted a sales tax and increase to the wheelage tax for transportation improvements in
the County. With a potential for outside funding these concepts were reviewed by the City Council as part of the
capital investment plan preparation.
Ultimately the roadway project idea was abandoned by the City Council due to investment needs by the City
that reached upwards of $1.6 million dollars to complete the project. A smaller scale pedestrian improvement
was contemplated at an estimated cost of $345,000 and was ultimately added to the capital investment plan in
the year 2028.
MNDOT officials have approached staff with an opportunity for a unique funding program through MNDOT that
may support completion of the urbanization and pedestrian facilities with the majority of expense being absorbed
by MNDOT.
MNDOT staff will be on hand to review this potential funding source and discuss with the Council the interest the
City may have in exploring this opportunity further.
