Call To Order And Roll Call Mayor Steve Washburn called the Watertown City Council workshop to order at 5:31 p.m. on Tuesday May 25, 2021 in the council chambers of City Hall. R Council Members Present: Washburn, Michael Walters, Dan Schuette, Lindsay Guetzkow and Adam Pawelk. Staff Present: City Administrator Shane Fineran. 2. New Business D 2.I. Transition Items City Administrator Fineran said the interim City Administrator Jeff O’Neil will be working 20-30 hours per week until a full-time administrator is hired. His focus will be operations, planning, council meetings, compensation study, Wildflower Park, and all consulting activities. Schuette asked who will resume the banking responsibilities. Fineran said it will be Mayor Washburn and Lynn Tschudi only. City Administrator Fineran said he has developed the 2022 budget calendar as well as a very early look at the budget. Fineran said Abdo Eick & Myers will be available for any help needed during budget season. Fineran said the Capital Investment Plan will be discussed with staff next week. He suggested to council that they consider utilizing the cash on hand that staff has been using to close the debt gap. The cash could be used for operating expenses to reduce the levy rather than transferring to the capital funds. Mayor Washburn asked if Fineran has heard when the federal allocation of additional COVID funds will be sent. Fineran said the last he heard was Watertown would receive around $560,000 late summer. Walters asked what it could be used for. Fineran said it can be used for infrastructure purposes, lost revenue, covid expenses but stated that the guidance is still changing.
