Watertown City Council Work Session Mayor Steve Washburn Lindsay Guetzkow Adam Pawelk Michael Walters Dan Schuette 11/29/2022 - Minutes 1. Call To Order And Roll Call Acting Mayor Michael Walters called the Watertown City Council work session to order at 5:30 p.m. on November 29, 2022, in the council chambers of City Hall. Council Members Present: Adam Pawelk, and Michael Walters. Council Members Absent: Dan Schuette, Lindsey Guetzow, and Steve Washburn. Staff Present: City Administrator Jake Foster, Public Utilities Superintendent, Doug Kammerer. Others Present: None. 2. New Business 2.I. 2I - 2023 Enterprise Budgets Workshop Foster introduced this item to the City Council. He explained that the enterprise budgets are separate from the General Fund budget and include the water, sewer, and stormwater budgets. He reviewed that in March 2022, a new utility rate study was conducted and presented to the City Council by the City’s financial advisor, Northland Securities. He explained that at that time, the City Council approved that study which included recommended rate increases for the next 10 years based on projected operation and project costs. Foster said that in September 2022, the City Council adopted a resolution that committed itself to adhering to the 2023 rates changes for utilities to ensure its commitment to meeting its financial obligations for federal and state funding related to the City’s current wastewater treatment facility project. Foster reviewed staff recommendations for each enterprise budget and significant changes (increases/decreases) from the previous budget year. Foster and Kammerer reviewed future goals and upcoming desired projects and large purchases within the enterprise operations.
