Watertown City Council Work Session Mayor Mike Walters Kay Thul Adam Pawelk Fred McGuire Dan Schuette 5/23/2023 - Minutes 1. Call To Order And Roll Call Mayor Walters called the Watertown City Council work session to order at 5:30 p.m. on May 23, 2023, in the council chambers of City Hall. Council Members Present: Michael Walters, Adam Pawelk, Kay Thul, and Fred McGuire. Council Members Absent: Dan Schuette. Staff Present: City Administrator Jake Foster, Cory Mitteness, City Insurance Representative. Others Present: None. 2. New Business 2.I. City Insurance Policy Discussion Mayor Walters introduced the City’s insurance agent Cory Mitteness. He discussed that he and Administrative Services Director Maggie Reisdorf met with Mitteness a few weeks ago to discuss the insurance policy renewal with the League of Minnesota Cities Insurance Trust (LMCIT) at a high-level. Mitteness explained that he has been the agent for the City for four years, and described how the City’s insurance is provided through the League of Minnesota Cities Insurance Trust. He emphasized how important it is to protect the City’s assets, and how the City currently does not have excess liability or umbrella coverage. He informed that the current coverage only covers up to $1,000,000. Mitteness described his work with the underwriters at LMCIT, and the added cost to insurance premiums for the City if the city were to add excess liability coverage. Mitteness recommended an additional $2,000,000 for excess liability coverage but would strongly encourage at least an additional $1,000,000. Mayor Walters asked what the City is doing from an insurance perspective relating to cybersecurity. Mitteness responded saying that we are at the maximum offering from the League of Minnesota cities, but an additional excess lability coverage may be applied to cyber security if the State would add the ability to add an endorsement to the policy. Foster added that he is working with the City’s IT provider, Loffler, to obtain the additional measures the city needs to be taking to be proactive in addressing cyber security concerns.  Mayor Walters asked what the City is doing from an insurance perspective relating to cybersecurity. Mitteness stated that the City pays approximately $80,000 per year in premiums for property, liability, and worker’s compensation insurance. Council Member Pawelk noted that the excess coverage is not something that the city has discussed before, and that he appreciates the extra effort from Mitteness and staff. 3.
