Call To Order And Roll Call R Mayor Mike Walters called the Watertown City Council Work session to order at 5:40 p.m. on Tuesday, February 11, 2025, in the Council Chambers at City Hall. Councilmembers present: Mike Walters, Kay Thul, Jim Kasheimer and Deborah Everson Councilmembers absent: Fred McGuire D City Staff present: City Administrator Dan Tolsma, Administrative Services Director Michael Sommerfeld and City Planner Mark Kaltsas 2. New Business 2.I. Cannabis Ordinance - Delegation Of Regulation Discussion City Administrator Dan Tolsma opened the discussion to an excerpt of one section of the cannabis law that relates specifically to the registration part of it. There are two parts that the council will have to take action on. One, is the actual ordinance with all of the zoning regulations and what can be done or sold where. Second, is how are we going to license and register these groups once they can start to open for business. Cities generally have two options. regulate in-house or they can delegate it to their county and have them handle it. City Planner Mark Kaltsas says that the Office of Cannabis Management, which is now the office that has authority over all things cannabis in the State of Minnesota, does issue cannabis business licenses. But with that, they issue cannabis business licenses and cities and or counties have their own licensing process as well. 2.II. Community Programming Solicitation Process And Award Guidelines Discussion Mayor Walters started the conversation around our city donations to some of our civic organizations. So this year, we have put a little more guidelines around some of that and I think that again we have narrowed down the list to a few people. We certainly welcome other people in the community to apply. Dan Tolsma mentioned there could be some sort of structured process so that it doesn't seem we are  2.II. Something that we put together as an example of some criteria that we could essentially review an application. The council then could use that as justification. 3.
