1. Call To Order And Roll Call

Mayor Mike Walters called the Watertown City Council Work Session to Order at 5:30 p.m. on March 25,
2025, in the Council Chambers at City Hall.
Councilmembers present: Mike Walters, Jim Kasheimer, Kay Thul, Fred McGuire and Deborah Everson

City staff present: City Administrator Dan Tolsma
Others present: Chris Boerner, Kara Cassidy, Mary Fritz-Barfnecht, Richard Schimmel, Roxanne
Wilbentz, Terry Gallagher, Jack Lynch, Brad Kipp, Amy Mandt, Gerald Brunner, Jim Rivord, Jim Sandquist
and Jen O'Connell
2. New Business
Mayor Walters started off the meeting welcoming all the commission members present. Walters shared
with commissioners that the rate of pay for meetings will be $60. Another change is the format for
commissions to do their own interviewing of incoming commissioners.
2.I. All-Commission Meeting
Mayor Walters introduce the newly formed Public Safety Commission and what they are about.
2.I.1. City Council Introduction & Update
Mayor Walters introduced himself and will have everyone introduce themselves as well.
Jim Kasheimer, newly elected city council member. I was on the Planning Commission for five
years.
Kay Thul, I spent from 2005 to 2009 on the Planning Commission, and I am tow years into a four-
year term on the City Council. Kay also served on the Commission on Aging.

Jim Kasheimer, newly elected city council member. I was on the Planning Commission for five
years.
Kay Thul, I spent from 2005 to 2009 on the Planning Commission, and I am tow years into a four-
year term on the City Council. Kay also served on the Commission on Aging.
Fred McGuire, newer to Watertown, moved in the fall of 2021. I am starting my third year on the
City Council.
Deborah Everson, I served on the Council for six years and now have returned. I served on the EDA
and I'll be serving on the EDA again. I've served on Planning Commission and higher advisory board

and also a liaison with the Chamber in the past.
City Administrator Dan Tolsma introduced himself.
2.I.2. Commission On Aging Introductions & Update

Chris Boerner, I've been on the Commission on Aging since September of 2022.
Kara Cassidy. I am from Carver County Public Health and Office of Aging. I just finished a three-
year term on the Chanhassen Commission of Aging as the Chair. I have the great privilege of

attending the five Commissions on Aging in Carver County every month. I would like to tell you, our
fastest growing population in Carver County is 65 plus and 85 plus, and if you didn't know this
statistic, there were more people over 65 than there are school-aged children today.
Mary Fritz-Barfnecht. I moved to Watertown in 2008. I saw this Commission on Aging and I have
some medical experience and thought I'm aging myself, so why not.

Richard Schimmel. I'm a member of the Commission on Aging and also Watertown Fine Arts.
2.I.3. Economic Development Authority Introductions & Update

Roxanne Wilbentz. I have on the EDA for six years or 8 years. I think I am the only person here
tonight. I've been talking with Dan to get the EDA meeting scheduled for this year.
2.I.4. Parks Commission Introductions & Update
Terry Gallagher, Park Board. I started in 2018, its just fun doing parks and trails for people.
Jack Lynch. I'm on the County Park Board and I'm on the Park Board maybe two years. A new
resident about four years to Watertown.
Brad Kipp, Chair of the Parks and Rec Commission. I moved to Watertown about eight years ago.
Been on the parks for about six years.
Amy Mandt. I have lived here for 24 years. This is coming up on my one-year anniversary on the
Park Board.
2.I.5. Planning Commission Introductions & Update
Gerald Brunner, Watertown Township Supervisor, also the Township Representative on the
Planning Commission. Currently the Board Chair of the Board of Adjustment for the county, and
Chairman of the Employees' Appeals Board. I was on the Park Commission for nine years. I'm on
two Met Council committees and am a finance officer for my league.
Jim Rivord. I've been on the Planning Commission now for 19 years.
Jim Sandquist. I don't know exactly how long, its between 12 to 15 years.

Mayor Walters adjourned the work session at 6:30p.m.
