Watseka City Council Tuesday, March 24th, 2026 The meeting was called to order at 6:30pm by Mayor Marcier present were Alderman Brault, Miller, Petersen, Dewitt & Alderwoman Rohlfs, Absent Alderman Garfield, Pence, & Muench Public Comment-None A Motion was made by Brault, seconded by Rohlfs to Approve City Council Regular Meeting Minutes from February 24th and March 10th, 2026. Motion passed 5-0. Ordinances, Resolutions, Agreements & Proclamations • Ordinance #2783- Amending Title 1, Administration Chapter 7, City Council, Section 1-7- 3, Meeting of the Watseka City Code • Ordinance# 2784- Authorizing the Purchase of Real Property Commonly Known at 607 North Market St. Watseka Illinois • Ordinance #2785- Authorizing the Purchase of Real Property Commonly Known at 509 East Oak St. Watseka Illinois • Ordinance #2786- Amending Title 5, Health, Sanitation and Environment, By Adding Chapter 9, Nuisance Garbage and Graffiti of the Watseka City Code • Ordinance #2787- Authorizing the Sale of Real Property Commonly Known as 503 West Jackson St. in the City of Watseka, Iroquois County, Illinois 7. Consent Agenda • Ordinance #2783- Amending Title 1, Administration Chapter 7, City Council, Section 1-7- 3, Meeting of the Watseka City Code • Ordinance# 2784- Authorizing the Purchase of Real Property Commonly Known at 607 North Market St. Watseka Illinois • Ordinance #2785- Authorizing the Purchase of Real Property Commonly Known at 509 East Oak St. Watseka Illinois • Ordinance #2786- Amending Title 5, Health, Sanitation and Environment, By Adding Chapter 9, Nuisance Garbage and Graffiti of the Watseka City Code • Ordinance #2787- Authorizing the Sale of Real Property Commonly Known as 503 West Jackson St. in the City of Watseka, Iroquois County, Illinois A Motion was made by Rohlfs, seconded by Brault to Set the Consent Agenda. Motion passed 5-0. A Motion was made by Brault, seconded by Rohlfs to Accept the Consent Agenda. Motion passed 5-0. Standing Committee Reports • Finance, Legal and Audit A Motion was made by Rohlfs, seconded by Brault Claims in the amount of $267,538.75. Motion passed 5-0. A Motion was made by Miller, seconded by Brault Accept and place on the file the February Treasurers report. Motion passed 5-0. A Motion was made by Miller, seconded by Rohlfs CliftonLarsonAllen Statement of Work Engagement Letter for OSLAD Grant. Motion passed 5-0. Alderwoman Rohlfs asked a few questions to the City Attorney the farmers market needs to apply for CO1 registration they are a non-profit to register with the state to receive donations, the cost to register is not worth it, so she asked if the word donation could be changed to sponsor this was per Fox Group, City Attorney said it shouldn’t matter which word is used. A Motion was made by Petersen, seconded by Miller Donation to Watseka Farmers Market $2,000 Discussion and Possible Action. Motion passed 5-0 with Alderwoman Rohlfs abstaining and Mayor voting yes. Public Works/Water Wastewater A Motion was made by Miller, seconded by Rohlfs Watermain Extension on Elm St from 8th to Clarence Ave- Reject all bids. Motion passed 5-0. A Motion was made by Miller, seconded by Brault Donate $2,000 to the Watseka Rocks/Chamber of Commerce for Flowers & Decorations Downtown Payable from 1-10- 6016—Promotions. Motion passed 5-0. A Motion was made by Miller, seconded by Rohlfs Peters Park Lighting: Wright Way Electrical $17,895. Motion passed 5-0. Public Safety A Motion was made by Brault, seconded by Miller Appoint Nita Dubble to a 3-year Term to the Fire & Police Commission ending 3/31/2029. Motion passed 5-0. A motion was made by Brault, seconded by Rohlfs Accept the Animal Control Contract with No Cost to Sign the contract. Motion passed 5-0. Chief Starkey gave an explanation, and the council had a handout. A Motion was made by Brault, seconded by Rohlfs Mobile Solar Powered Surveillance Trailer-Discussion and Possible Action. Motion passed 5-0. Code Enforcement A Motion was made by Miller, seconded by Rohlfs Façade Grant to Center Street for $3500. Motion passed 5-0. A Motion was made by Rohlfs, seconded by Miller Start Demolition proceedings at 102 & 104 N Madison St. Motion passed 5-0. Liquor Committee A Motion was made by Brault, seconded by Rohlfs, Waive the 1-month liquor fee for Bookish. Motion passed 5-0. A Motion was made by Miller, seconded by Brault Accept the 2026-2027 Liquor License contingent on all paid in full. All are paid in full. Motion passed 5-0. A Motion was made by Rohlfs, seconded by Brault Accept the 2026-2027 Cigarette License contingent on all paid in full. All are paid in full. Motion passed 5-0. A Motion was made by Brault, seconded by Rohlfs Accept the 2026-2027 Gaming License contingent on all paid in full. All are paid in full. Motion passed 5-0. A Motion was made by Brault, seconded by Rohlfs Accept the 2026-2027 Raffle License. Motion passed 5-0. Miscellaneous Business Alderman Brault asked about the JC Penny building, Mayor shared they have meet with Mary Jones the owner of Traditions Bar to discuss options, she has not gotten back on what direction she wants. A Motion was made by Brault, seconded by Rohlfs to Adjourn at 6:57pm Amanda Hibbs, City Clerk
