VILLAGE OF WAUNAKEE COMMUNITY DEVELOPMENT AUTHORITY (CDA) MEETING Zoom Webinar October 20, 2020 6:00 PM Meeting Minutes CALL TO ORDER Chris Zellner called the meeting to order at 6:00 PM ROLL CALL Present: Jeff Smith, Ann Lewandowski, Al Dassow, David Kennedy, Chris Zellner Absent: Jeff Tews, Kristin Runge Also Present: Todd Schmidt, Jason Valerius, Nicole Solheim MINUTES 1 Approve Minutes from August 18, 2020 Meeting Motion by Al Dassow, second by Ann Lewandowski to approve the minutes from the August 18, 2020 Community Development Authority Meeting. Motion Passed. For: 5; Against: 0, Absent: 2 PUBLIC COMMENT There was no public comment. NEW BUSINESS 1 Introduction and Discussion of Role for Nicole Solheim with Wisconsin Partnership for Housing Development Nicole discussed her background and qualifications. Committee members questioned the difference between Nicole’s role and Jason’s role on the committee. Discussion only. No action taken. 2 Discuss and Take Action on Process and Approach to Addressing Housing Task Force Recommendations 4, 7, 8 & 9 Discussion had on the above recommendations and what WPHD suggests they provide to the group regarding each. Discussion only. No Action taken. Recommendation 4 – WPHD will provide an overview of financing options available to developers, what types of projects receive these different funding types and the timelines that go along with them. Would like CDA feedback on which ones would be a good fit for developers/developments in the village. Recommendation 7 – WPHD will review the comp plan and identify areas where smaller developers would be supported under the current comp plan and discuss with CDA potential recommended changes to the land use plan to accommodate those smaller developments. Recommendation 8 – WPHD to provide case studies on small scale ownership projects and identify common challenges or success factors for these projects. Recommendation 9 – WHPD to summarize affordability ranges tied to different project types/funding and options for enforcing long term affordability, and CDA to review and recommend desired requirements and affordability ranges. Recommendations 4 and 9 to be addressed first, with information from WHPD delivered to committee members 1 week prior to next meeting.
