CALL TO ORDER
Kristin Runge called the meeting to order at 6:01 PM
ROLL CALL

1 Approve Minutes for the October 11, 2023 Community Development Authority
Meeting
Motion by Tricia Braun, second by Todd Micholic to approve minutes from the
October 11, 2023 Community Development Authority.
For: 5, Against: 0, Absent: 2. Motion Passed.
PUBLIC COMMENT
Public comment was opened at 6:02 PM.
Mary Heimbecker, 306 W 3rd street, would like to see ordinances related to the minimum size
of new stores reviewed and adjusted to allow for more options to move into Waunakee.
Public comment was closed at 6:04 PM.
BUSINESS ITEMS
1 Presentation and Public Hearing Regarding the Proposed Creation of Tax
Incremental District No. 10, the Proposed Boundaries of The District, and The
Proposed Project Plan for the District*
Todd Taves presented on the Proposed Creation of Tax Incremental District No. 10,
the Proposed Boundaries of The District, and The Proposed Project Plan for the
District.
Following the presentation, the Public Hearing opened at 6:10 PM.
Community Development Director Tim Semmann read aloud and answered some
questions about TID 10 he received via e-mail.
Mary Heimbecker, 306 W 3rd Street, spoke in opposition to TID 10 and believes those
funds are not necessary for successful development.
Gerry Ashmore, 114 South Street, spoke in opposition to TID 10 indicating that
alternative options for development are not addressed in these plans so there is no
way to know if the TID funds are truly necessary or if an alternative option exists.
Linda Ashmore, 114 South Street, spoke in opposition to TID 10, echoed the
comments of the previous two speakers, and believes that the funds being given to
developers for projects, instead of the various taxing jurisdictions is not the right
approach and negatively affects the taxpayers and schooling districts.
Dennis Helt, 214 Kay Drive, spoke in opposition to TID 10. He echoed the first 3
speakers and is concerned the quick growth of business development is too much for
Waunakee.
Al Dassow, 828 S. Meadowbrook Lane, spoke in support of TID 10 and his belief is
that it should be approved, but has concerns about the initial financial projections that
were given.
Robert McPherson, 1703 Alexandria Court, spoke in opposition, but agrees that there
is not enough information on other funding options for infrastructure when TID’s are
proposed, and believes since previous TIDs in this area did not encourage
development previously, that a new one will be the same.
Public Hearing was closed at 6:34 PM.
2 Consideration and Possible Action on a “Resolution Establishing the Boundaries
of and Approving the Project Plan for Tax Incremental District No. 10.”
After Discussion, Motion by Tricia Braun, second by Kristin Runge to approve the
Resolution Establishing the Boundaries of and Approving the Project Plan for Tax
Incremental District No. 10.
For: 4, Against: 1, Absent: 2. Motion Passed.

PUBLIC COMMENT INSTRUCTIONS
WRITTEN: Send written comments by 12:00 p.m. on date of meeting on any matter, either on or not on
the agenda, by emailing kwest@waunakee.com or in writing to Community Development Authority, 500
W Main St., Waunakee, WI, 53597.
IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand
to staff prior to start of meeting. Comments are limited to three-minutes per person and must be delivered
at the gallery podium for recording purposes. Accommodations can be provided for those unable to access
the podium.
VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click
“raise hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which
hands are raised. Those wishing to provide oral comments remotely must have their full name displayed
within the Zoom application and must state address of residence. Virtual comments are only allowed for
those who reside, own or lease property in the Village of Waunakee. Anonymous comments will not be
allowed.
**As permitted by the Wisconsin open meetings law and while not required, the Community Development
Authority has chosen to allow public comments during their meetings. This is specifically listed on the
agenda as PUBLIC COMMENT. The CDA Members may not engage in discussion or take action during
this period but may consider deferring the subject to a later meeting with notice. State statute and/or
Village Code require PUBLIC HEARINGS on certain specified matters where the public can comment.
The meeting chairperson will identify rules for providing comments. Other items on the agenda which are
not listed for public hearing do not require the Community Development Authority to allow public
comment, however the meeting chairperson can at their own discretion allow limited public comments.

Notice is hereby given that the Village Board may attend this meeting.
No action will be taken by the Village Board at this meeting.
Any person who needs an interpreter or has a qualifying disability as defined by the Americans
with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible

least forty-eight (48) hours prior to the commencement of the meeting. Every reasonable effort will
be made to accommodate requests.
