VILLAGE OF WAUNAKEE FINANCE COMMITTEE MEETING APRIL 2, 2018 Members present: Steve Kraus, Chris Zellner, Sam Ballweg, and Renee Meinholz Also present: Linda Ashmore, Carrie Arneson, Nila Frye, Mary Heimbecker Chairman Kraus called the meeting to order at 5:00 P.M. CONSENT AGENDA Motion by Chris Zellner, second by Sam Ballweg to approve the consent agenda (approval of minutes – February 5, 2018 and designating public depositories) Motion Passed. For: 3, Against: 0 PUBLIC COMMENT Linda Ashmore 114 South St. asked what the village was paying developers under the expenditure codes “Developer rebills-”. The Finance Director clarified that this is where bills are charged until such time as the village bills them back to developers for costs they have agreed to pay (i.e. legal fees, engineering fees, etc.) The corresponding revenue account is “Developer fees”. OLD BUSINESS-DISCUSS CONTRACT FOR BANKING SERVICES Finance Director presented proposed timeline. No action necessary, however, the consensus of the committee was that the timeline was acceptable. NEW BUSINESS #1-DISCUSS 12/31/17 EXECUTIVE SUMMARY Finance Director presented Executive Summary. Discussion ensued. No action necessary. NEW BUSINESS #2-DISCUSS AND TAKE ACTION ON A RESOLUTION APPROVING FUND TRANSFERS AND BUDGET AMENDMENTS Finance Director went over the list of budget amendments. Discussion ensued. Motion by Sam Ballweg, second by Chris Zellner to approve the resolution approving fund transfers and budget amendments. Motion Passed. For: 3, Against: 0 NEW BUSINESS #3-DISCUSS AND TAKE ACTION ON RESOLUTION APPROVING THE CARRYFORWARD OF UNEXPENDED 2017 APPROPRIATIONS Finance Director went over list of carryovers. Motion by Steve Kraus, second by Sam Ballweg to approve resolution approving the carryforward of unexpended 2017 appropriations. Motion Passed. For: 3, Against: 0 NEW BUSINESS #4-DISCUSS AND TAKE ACTION ON ACCUMULATED LEAVE RESERVE POLICY Finance Director went over calculation of estimated leave reserve balance. Motion by Chris Zellner, second by Sam Ballweg to maintain the reserve balance at $400,000 and increase the annual levy to $55,000 for the 2019 budget. Motion Passed. For: 3, Against: 0 ADJOURNMENT The Finance Committee meeting adjourned at 5:30 P.M. Motion by Sam Ballweg, second by Chris Zellner. Motion Passed. For: 3, Against: 0 Respectfully submitted, Renee D.
