VILLAGE OF WAUNAKEE FINANCE COMMITTEE MEETING 500 West Main Street August 21, 2023 5:00 PM Meeting Minutes CALL TO ORDER Chairman Joe Zitzelsberger called the meeting to order at 5:00 P.M. ROLL CALL Members present: Joe Zitzelsberger, Kristin Runge, Robert McPherson, Al Dassow, Sara Whitley, Tom Wilson, Renee Meinholz, Todd Schmidt Absent: Paul Cardarella CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. 1 Consider approval of minutes - July 25, 2023 Motion by Kristin Runge to approve the consent agenda (approval of minutes - July 25, 2023), seconded by Sara Whitley. Motion Pass. For: 5 - Joe Z, Kristin R, Robert M, Sara W, Al D. Against: 0. Abstain: 1 - Tom Wilson PUBLIC COMMENT None NEW BUSINESS Motion by Joe Zitzelsberger to reorder the agenda, seconded by Robert McPherson. Motion Pass. For: 6 - Joe Z, Kristin R, Robert M, Al D, Sara W, Tom W, Against: 0. 2 Discuss and take action on potential creation of additional fund balance policy related to use of unassigned fund balance in the general fund in excess of Village policy Discussion ensued regarding if there should be a policy or some type of guidelines regarding the use of unassigned fund balance above the top end of our policy (25%). Ultimately, the committee decided that they would like the Village Board to weigh in on this. Motion by Tom Wilson to request the Village Board discuss potential changes to Village fund balance policy and direct the Finance Committee if they want them to do more work on the topic, seconded by Kristin Runge. Motion Pass. For: 6 - Joe Z, Kristin R, Robert M, Al D, Tom W, Sara W, Against: 0. 1 Discuss and Take Action on Assessment Contract with Associated Appraisal Motion by Tom Wilson to recommend to the Village Board to approve the option calling for Annual Maintenance with two Interim Market Update Revaluations for the years 2024-2028 for a total of $400,000 and also the optional website posting, seconded by Sara Whitley. Motion Pass. For: 6 - Joe Z, Kristin R, Robert M, Al D, Tom W, Sara W, Against: 0. ADJOURN Motion by Kristin Runge to adjourn, seconded by Robert McPherson. Motion Pass.
