VILLAGE OF WAUNAKEE TOWN OF WESTPORT JOINT PLAN COMMISSION MEETING Town of Westport Community Room, 5387 Mary Lake Road November 15, 2022, 6:00 PM Meeting Minutes CALL TO ORDER The meeting was called to order by Brian Wallace at 6:00 p.m. ROLL CALL: Present: Mark Trotter, Dennis Tande, Brian Wallace, Brian Malich, Chris Thomas. Absent: Ken Sipsma Also Present: Dean Grosskopf, Tim Semmann, Tracy Meinholz, Kristin Simon, Michael & Georgia Hinman. MINUTES 1 September 13, 2022 Motion Trotter, second Thomas, to approve the minutes from the September 13, 2022, Joint Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT None BUSINESS ITEMS 1 Public Hearing & Discussion/Action on a Request by Mike & Georgia Hinman for a Certified Survey Map & Rezone from County R-1 to Village ER-1, 5966 Cherokee Valley Pass, Town of Westport The Hinman’s would like to build a home for themselves just off River Road on Cherokee Valley Pass near the Drumlin Ridge Winery. They will need to rezone the entire parcel ER-1 from legacy zoning R-1 and then have a CSM approved, dividing the existing home owned by the Hinman’s daughter from the new lot which would be owned by the Hinman’s. The existing home would sit on 1.93 acres and the new lot would be 1.5 acres. Motion Malich, second Thomas, to recommend the CSM be amended such that the northerly line of Lot 2 be extended westward to the adjacent property line – creating a northerly and southerly lot and that the 40-foot access easement as is currently shown be located along the westerly portion of Lot 2 (as newly configured), with said easement designated for ingress and egress across Lot 2 to the benefit of Lot 1 in  perpetuity. Prior to any action by the Village and Town Boards the CSM must be revised and approved by staff along with the driveway easement agreement. Motion carried 5-0. Motion Trotter, second Thomas, to recommend approval of the rezone from County R-1 to Village ER-1. Motion carried 5-0. 2 Initial Consultation, Self-Storage Facility, 5407 County Highway M, F.K.A. The Whitehouse Property, Town of Westport Jason Schmidle and Steven Werner wish to construct a self-storage facility on the property on County Hwy M at the location of the old Whitehouse bar and restaurant. Mr. Grosskopf gave an update of the Town Plan Commission meeting the previous evening. The applicants were not present. No action taken.
