CALL TO ORDER
The meeting was called to order at 6:03 p.m.
ROLL CALL:

Motion Zellner, second Tande, to approve the minutes from the April 9, 2024, Joint
Plan Commission meeting as presented. Motion carried.

BUSINESS ITEMS
1 Discuss and Take Action on an Amendment to the Village Municipal Code to
allow the Keeping of Chickens
Included in the packet is an amendment to the Waunakee Municipal Code that would,
when adopted, expressly allow the keeping of chickens in specified zoning districts
beyond the A-1E (Exclusive Agriculture) District.
A summary of the changes includes the following:
• A requirement to obtain a license for the keeping of chickens through the
Clerk’s Department. (Amendment to Chapter 14, Article II)
• An approved accessory building permit must be included as part of a licensure
request.
• Keeping of chickens will be an accessory use (Amendment to Chapter 133,
Article XI)
• Allow keeping of chickens in the R-1, R-2, R-3, R-3D and G-1 zones.
Keeping of chickens in the G-1 zone is applicable only to public and private
educational institutions.
• Up to four (4) chickens may be kept in residential zones, with roosters not
allowed; up to 15 chickens may be kept in the G-1 zone.
This was passed by Plan Commission at the December 11, 2023 meeting, and
approved by Village Board in January 2024. However, for zoning amendments to take
place in the Joint Planning Area or Expanded Extraterritorial Zoning Area, they must
also be approved by Joint Plan Commission.
Motion Zellner, second Crowell, to approve the ordinance, amending Chapters 14 and
133 of the municipal code to allow the keeping of chickens in designated zoning
districts in the Joint Planning Area and Expanded Extraterritorial Zoning Area.
Motion carried 5-0.
2 Discuss and Take Action on Amendments to the Village Zoning Ordinance,
Chapter 133, Relating to Exterior Lighting Standards
Staff introduced the first iteration of a lighting ordinance (Chapter 14 of the Zoning
Code) at the 2/13/23 Plan Commission meeting that included a section (Sec. 133-
1304) related to exterior lighting associated with athletic fields.
The purpose of the new lighting standards is to provide greater clarity and consistency
with dark sky standards which have been referenced in several of the past planned
unit developments but not expressly codified, along with creating one place/chapter
for lighting regulations to reside within the code for easier access by the public and
development community.
This was passed by Plan Commission at the April 10, 2023 meeting, and approved by
Village Board on April 17, 2024. However, for zoning amendments to take place in
the Joint Planning Area or Expanded Extraterritorial Zoning Area, they must also be
approved by Joint Plan Commission. This is consistent with current Town standards
as well.
Motion Zellner, second by Springman, to approve the ordinance amending Chapter
133 of the Village Ordinances to create Article XIV Exterior Lighting Standards.
Motion carried 5-0.
