November 3, 2021
The November 3, 2021, Parks & Recreation Committee meeting was called to order by Gary
Herzberg at 5:30 pm.
PRESENT: Gary Herzberg, Chris Zellner, Phil Williams, Bob Khouri, Susan Rather, Jon
Pomeranke and Tim Luttrell.
ALSO PRESENT: Fred Kolkmann – Fred Kolkmann Tennis & Sport Surfaces, LLC.
Sue McDade - Community Services Director, Bill Frederick – Director of Public
Works, Ryan Endres – Public Works/Parks Crew Leader, and Jeff Skoug –
Recreation Program Supervisor.
MINUTES
A motion by Bob Khouri/Chris Zellner to approve the minutes of the September
7, 2021, Park and Recreation Committee meeting was approved.
PUBLIC COMMENT
NEW BUSINESS
1. Consider Updates to the Season and Casual Program Employee Pay Plan
Motion by Phil Willems/Susan Rather to approve the 2022 Seasonal and Casual
Program Employee Pay Plan was approved.
2. Consider Updates to the Parks PAYGO Project List
Motion by Phil Willems/John Pomeranke to approve the updated project list for
the Parks PAYGO Fund was approved.
3. Consider Bids for the 2022 Blueridge Park Tennis Court Resurfacing Project
Motion by Chris Zellner/Tim Luttrell to recommend awarding the Blueridge Park
resurfacing project to Holbrook Tennis Court Service was approved.
4. Consider Bids for the 2022 Savannah Park Tennis Court and Hockey Rink Reconstruction
Project
Motion by Chris Zellner/Tim Luttrell to recommend awarding the Savannah
Park Tennis Court and Hockey Rink reconstruction project to Parisi
Construction, Madison, WI was approved.
5. Consider Bids for the 2022 Tierney Park Tennis Court Reconstruction Project
Motion by Bob Khouri/Tim Luttrell to reject all bids for the Tierney Park Tennis
Court Reconstruction Project was approved.

6. Consider Bids for the 2022 Hanover Park Basketball Court Construction
Motion by Bob Khouri/Phil Willens to reject all bids for the Hanover Park
Basketball Court Construction Project was approved.
7. Update on the Castle Creek Conservancy
Tim Luttrell gave an update on the restoration work that is continuing throughout the Castle
Creek Conservancy. He and a small group of devoted volunteers have been very busy
removing invasive species, clearing brush and planting native plants. They are hoping for
assistance from the fire department to burn a portion of the prairie in the spring and have
plans to plant some white spruce and tamarack trees. The work that Tim and his crew have
completed to date is exceptional and greatly appreciated by the Committee.
