VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 West Main Street December 12, 2022 5:30 PM Meeting Minutes CALL TO ORDER Mr. Zellner called the meeting to order at 5:30 p.m. ROLL CALL: Present: Chris Zellner, Gary Herzberg, Joe Zitzelsberger, Brian Wallace, Chris Thomas, Brian Malich, Kevin Phelps Absent: None Also Present: Tim Semmann, Tracy Meinholz, Nila Frye, Sam Kaufmann, Rick Karls, Jim Ring, Paul Simon, Randy Karls, Nila Frye, Sam Kaufmann. MINUTES 1 October 10, 2022 Motion Zitzelsberger, second Thomas, to approve October 10, 2022, Plan Commission Minutes. Motion carried. PUBLIC COMMENT None BUSINESS ITEMS 1 Initial Consultation on Proposed Karls Development – Town of Springfield Marilyn Karls Real Estate Limited Partnership & A&M Karls LLC are seeking feedback on a concept plan to develop 88 acres of land they own along the west side of Hellenbrand Road – currently in the Town of Springfield – for low-density, single-family residential use. The applicant explained that they are here to understand the process and timeline. Started the conversation with Springfield prior to the IGA and Comp Plan. Commission members asked about utilities, rural preservation, density and road improvements. There was no negative feedback. But the Village cannot move forward without consent from Springfield. 2 Presentation of Draft Signage and Exterior Lighting Code Updates Consistent with the discussion held at the July Plan Commission meeting, staff presented a first draft of an amendment to the Village sign code (Article VIII of Chapter 133). Commission members will review and provide more feedback at the next meeting. No action taken. This item will be placed on a future agenda for further discussion before it goes to public hearing before the Plan Commission and Village Board. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION UPDATE Staff gave an update.
