VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A special meeting of the Waunakee Plan Commission was held Monday, August 27, 2012, at the Waunakee Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Mr. Laubmeier called the meeting to order at 7:00 p.m. ROLL CALL Members Present: John Laubmeier, Gary Herzberg, Steve Kraus, & Pat McGowan. Members Absent: Tom Liebe, Mark McGuire, & Bill Pellino. Also Present: Kevin Even, Mike King, Ed Freer, Roberta Baumann, Bryan Kleinmaier, Chuck Bongard, Leonard Allen, Msgr. James Gunn, Dave Vos, Arlen Ostreng, Mike Spahn, Roberta Baumann, Mark Spahn, John Ganser. APPROVAL OF MINUTES Motion Herzberg, second Kraus, to approve the minutes from the August 13, 2012 meeting. Motion carried. PUBLIC COMMENT None OLD BUSINESS DISCUSSSION/ACTION PUBLIC HEARING & DISCUSSION / ACTION ON CSM & REZONE FOR SPAHN, 6250 WOODLAND DRIVE Public Hearing opened at 7:32 p.m. Mr. Even presented the proposal and went over the staff comments. Public Hearing closed at 7:33 p.m. with no comments. PC Meeting Minutes Motion Kraus, second McGowan, to recommend approval CSM & Rezone to the Village Board subject to the following conditions: 1. Proper access for residential lot submitted & approved by Village Engineer. 2. Confirmation that the residential property will be rezoned to R-1 and the other lot with the business will be a non-conforming use in A-1 (could apply for a conditional use permit) 3. Taxes paid 4. Proper dedication of right-of-way Motion carried. PUBLIC HEARING & DISCUSSION / ACTION ON ST. JOHNS CHURCH PARKING LOT EXPANSION CSM & REZONE FROM R-1 TO G-1 Public Hearing opened at 7:34 p.m. Mr. Even gave an overview of the project and went over staff comments. Public hearing closed at 7:35 p.m. with no one wishing to speak. Motion Herzberg, second McGowan, to recommend approval of the CSM & Rezone from R-1 to G- 1 to the Village Board with the following conditions: 1. Do not vacate alley at this time-deferred due to utilities present 2. Approval of landscape plan by Village Engineer 3. Approval of construction drawings by Village Engineer 4. All lighting be full cut off fixtures 5. Confirmation of handicap stalls needed Motion carried. DISCUSS & TAKE ACTION ON TIERNEY DRIVE CSM FOR A LOT LINE ADJUSTMENT Motion McGowan, second Kraus, to recommend approval of the Tierney Drive CSM to the Village Board subject to proper easements being shown. Motion carried. DISCUSS & TAKE ACTION ON THE GENERAL DEVELOPEMNT PLAN FOR KILKENNY FARMS Ed Freer, consulting planner for the Village, gave a presentation on the proposed GDP. Don Tierney also spoke. Commission members asked questions and ultimately directed staff to work phasing into the developers agreement and defer action till a comprehensive plan amendment could be drafted. No action taken. ADJOURN Motion McGowan, second Kraus, to adjourn the meeting at 8:46 p.m. Motion carried.
