VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday August 10, 2015, at the Waunakee Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Meeting called to order a 7:00 p.m. ROLL CALL Members Present: Chris Zellner, Steve Kraus, Pat McGowan, Bill Pellino, Mark McGuire Brad Zeman. Members Absent: Gary Herzberg. Also Present: Kevin Even, Tracy Meinholz, Ed Freer, Katie Keyes, Matt Adler, Scott & Judy Adler, Roberta Baumann, Steve Shulfer, Nick Badurz, David May, Olegario Rodriguez, Mysael De Vincente, Ken and Judy Spahn, Lisa Gruenberg. APPROVAL OF MINUTES Motion Kraus, second McGowan, to approve the minutes from the June 22, 2015 meeting. Motion carried. PUBLIC COMMENT None PUBLIC HEARING Public Hearing and Discussion / Action on Request by Cuco’s Mexican Restaurant for Conditional Use Permit to Allow outdoor Seating at 350 N. Century Avenue After a presentation by Shulfer Architects, the public hearing was opened at 7:06 p.m. After hearing no comments, the public hearing was closed at 7:08 p.m. Motion McGuire, second Kraus to approve the CUP with the following conditions: 1) Approval of landscape plan by Village Engineer 2) All CUP conditions to be same as neighboring spaces: a) Restricting hours at which alcohol can be served outside to 11:00 a.m. to 9:00 p.m. Sunday through Thursday and 12 Noon to 10:00 p.m. on Fridays and Saturdays. b) This CUP is revocable if there are significant complaints from neighboring residences or police calls or violations of the Villages noise standards. c) Residential noise restrictions shall apply to all amplified music 3) This CUP may be revisited if offsite parking becomes an issue 4) Review and approval by Village Engineer of overall parking analysis of entire site, provided by Dave May. Motion carried, 6-0. Page 1 of 2 Public Hearing & Discussion / Action a Request by Waun-a-Bowl for Conditional Use Permit to Operate a Drive-Up Window at 301 S. Century Avenue. After an introduction by Mr. Even, the public hearing was opened at 7:10 p.m. Lisa Gruenberg asked about lighting affecting neighboring properties and the possible reoccurrence of the sewer back-up that happened last week. Mr. Even stated that all lighting must be full cut-off at the property line and that he will discuss the sewer issue with Waunakee Utilities. Mr. Zellner stated that since the use is the same there should be no increased risk. The public hearing was closed at 7:14 p.m. Motion McGowan, second Kraus, to approve the CUP with the restriction that the user be a pizza business, that all staff comments are addressed and a final circulation plan be approved by the Village Engineer. Motion carried 6-0. JPC UPDATE Mr. Even gave an update on the items from the June Joint Plan Commission meeting, and addressed the issues on the agenda for the following evening. There were no comments or concerns. ADJOURN Motion McGuire, second Pellino, to adjourn the meeting at 7:26 p.m. Motion carried.
