VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday, March 13, 2017, at Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Mr. Zellner called the meeting to order a 6:00 p.m. ROLL CALL Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Pat McGowan, Brad Zeman, Bill Pellino and Brian Malich Members Absent: None Also Present: Tracy Meinholz, Brian Kleinmaier, Todd Schmidt, Roberta Bauman, Chad Hoff, James Kaiser, Wes Arnett, Dan Birrenkott, Don Tierney, Michael Lawton, Isaac Showaki. APPROVAL OF MINUTES Motion Pellino, second Kraus, to approve the minutes from the February 13, 2016 meeting. Motion carried. PUBLIC COMMENT None NEW BUSINESS Public Hearing and Discussion/Action on Waunakee Veterinary Clinic Request for a Conditional Use Permit to Operate Dog Daycare and Kennel at 1004 Quinn Drive After a brief overview of the proposal and comments by the applicants, the public hearing was opened at 6:04 p.m. Hearing no comments from the audience, the hearing was closed at 6:06 p.m. Motion McGowan, second Zeman, to approve the CUP with the following conditions: 1. Staff approval of the fence materials and landscaping plan. 2. Approval of parking calculations to the satisfaction of the Village Engineer 3. Plan Commission may review the CUP for revocation and/or modification based on complaints 4. Review and approval by the Arboretum Office Park design review committee 5. Updated site plan approval per staff comments. Motion carried 7-0. Page 1 of 2 Discuss and Take Action on a Site Plan for the Graber/Madrax Expansion Project at 1080 Uniek Drive Brian Weeks presented the plans for a 42,000 square foot addition to their existing facility. Motion Herzberg, second McGowan, to approve the site plan and lot line adjustment with the following conditions: 1. Applicant to work with staff on all outstanding stormwater and utility issues 2. Applicant granted a waiver to allow the installation of 24 new parking stalls instead of the 42 required, and a waiver of the loading requirements for additional loading docks 3. Applicant to work with staff on clean up and screening of trash enclosure and loading dock areas Motion carried 7-0. Initial Consultation, Reis Property Development, Hogan Road Dan Birrenkott presented the concept plan for 112 residential lots at the corner of Hogan Road and Arboretum Drive abutting the Waunakee Business Park and Arboretum Office Park. Don Tierney answered questions from the commission members. The main concerns were the transition area between the residential area and the business park. The recent comprehensive plan update designates this area as mixed use. This was a consultation only, no action necessary. Initial Consultation, Outdoor Kitchen/Food Service at Octopi Brewing, 1131 Uniek Drive Isaac Showaki presented his idea for a permanent food cart adjacent to the existing building. The applicant was asked to provide, as part of a formal submittal, a combined site plan for the future patio and food cart area, examples of other breweries that have done this. Some issues that were discussed included, cleanup of outdoor storage, an amendment to the conditional use permit, any issues that conflict with the developers agreement, compliance with their Class C liquor license. This was for conceptual review only, no action necessary. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION REPORT/ITEMS FOR ACTION Consultation, Proposed Doggie Daycare/Kennel at 5371 Farmco Drive, Town of Westport Members stated they would defer to the Town, No action necessary.
