VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 West Main Street December 11, 2017 6:00 PM MINUTES A regular meeting of the Waunakee Plan Commission was held Monday, December 11, 2017, at Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER The meeting was called to order at 6:00 p.m. ROLL CALL Members Present: Steve Kraus, Gary Herzberg, Brian Malich, Tim Black, and Brad Zeman. Members Absent: Chris Zellner, Pat McGowan Motion Kraus, second Black to appoint Mr. Herzberg as chairperson in the absence of President Zellner. Motion carried unanimously. Also Present: Kevin Even, Tracy Meinholz, Bryan Kleinmaier, Ed Freer, Roberta Baumann, Sharon Saxby, Matt Covert, Terrence Wall, John Hepner, Dennis Pharro, Jeff Davis, Joseph Lee, Derek Dailey, Mike Nelson, Vicki Furseth, Dean Grosskopf. APPROVAL OF MINUTES Motion Kraus, second Zeman, to approve the minutes from the November 13, 2017 meeting. Motion carried. PUBLIC COMMENT None PRESENTATION Presentation of Housing Study by CARPC Matt Covert of the Capital Area Regional Planning Commission presented the inventory and analysis of current Waunakee housing. OLD BUSINESS Discussion/Action on Revised Amendment to the Conditional Use Permit for Moravian Valley Road Condo Association (AKA StorageShop USA) 315 Moravian Valley Road The public hearing on this item was held back in October. At last month’s meeting, staff was directed to work on the CUP language for the parking and the condo owners were encouraged to try to work out their differences. The Village Attorney, with consultation with the property owners has drafted the CUP document. Motion Kraus, second Black, to approve the revised conditional use permit for 315 Moravian Valley Road as drafted by the Village Attorney. Motion carried. NEW BUSINESS Initial Consultation, T. Wall Enterprises, Redevelopment of 200 Block of West Main Street The developer made a presentation of a concept plan for a 4 story mixed use building on 2.57 acres in the downtown area. The approximatly175 unit complex would be phased in over 3-5 years. The Plan Commission stressed the residential feel and had some concern with the massing of a 4 story in this neighborhood. No action taken. Public Hearing and Discussion/Action on Conditional Use Permit for Duplex at 301 W. Second St. This proposal for a residential duplex on the former Kisting property requires a conditional use permit within the R3-D zoning district. The applicant is also scheduled to go before the Zoning Board of Appeals on December 19 for an area variance to the minimum lot square footage for a duplex on the lot. The public hearing was opened at 7:17 p.m. There were no comments from the audience. The public hearing was closed at 7:19 p.m. Motion Kraus, second Black, to approve the CUP subject to a proper area variance being obtained, a parking agreement including maintenance with the neighboring property, and satisfaction of utility concerns. Motion carried. Discuss and Take Action on Site Plan for Hellenbrand Glass Addition, 211 Moravian Valley Road The applicant is proposing to add 7,586 square feet of warehouse space with an alternate for an additional 3,765 square feet. Motion Zeman, second Malich, to approve the Hellenbrand Glass site plan, conditioned upon all staff comments addressed to the satisfaction of the Village Engineer. Motion carried. Public Hearing and Discussion/Action on Site Plan, CSM, and Conditional Use Permit for Hovde Project, 203 E. Main Street The proposed mixed use development requires approval of the site plan and CSM, vacation of ROW to the north, an exception to the parking standards, and a conditional use permit to exceed the maximum height limit in the C-1D zoning district. The public hearing was opened at 7:39 p.m. Sharon Saxby, of 5 Village Homes Drive, voiced concerns with traffic, neighborhood property values, and asked about the timing of the Cross Street extension. Mr. Even addressed her questions. The public hearing was closed at 7:46 p.m. Motion Kraus, second Zeman, to approve the site plan and conditional use permit allowing height exception. To also approve the parking exception based on the Village Engineers analysis, and recommend approval of the CSM to the Village Board with the following conditions: 1. The developer and Village reach terms for the shared use of the Library parking lot 2. Technical requirements as outlined in Strand letter 12/1/17, to the satisfaction of the Village Engineer 3. Approval by the Utility Manager of all utility issues 4. All signage will need to be approved by the Plan Commission 5. Satisfaction of all Fire Department concerns 6. Plan Commission defers to the Village Board to finalize a Traffic Impact Analysis requirement for the developer. Motion carried unanimously. Public Hearing and Discussion/Action on an Ordinance to Repeal and Recreate Village Code Relating to Agricultural Preservation Zoning and Farmland Preservation Tax Credits Waunakee zoning code revisions are required by DATCP for the certification of those eligible for the farmland preservation tax credits. They are asking for some language revisions to the Village code for compliance. The Village Attorney has reviewed and has no concerns. The public hearing was opened at 8:04 p.m. There were no comments from the audience. The public hearing was closed at 8:06 p.m. Motion Kraus, second Malich, to approve Resolution PCR17-04 recommending approval of the ordinance revision relating to agricultural preservation zoning and farmland preservation tax credits. Motion carried. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION ITEMS FOR ACTION Public Hearing and Discussion/Action on CSM and Rezone, County RH-1 to Village SR-4 & ER-1, 4850 Autumn Leaf Court, Town of Westport Mr. Even gave a brief description of the proposal. Members had no immediate concerns, deferring to the Town. Initial Consult, Conditional Use Permit, Proposed Car Sales, 5495 Catfish Court, Town of Westport The Village will defer to the Town on this matter. Update on A1-Ex Code Changes and Bulk Rezoning for Ag Certification This item was discussed as part of the earlier agenda. The Plan Commission recommended approval.
