MINUTES 1 August 13, 2018 Motion Springman, second Zitzelsberger, to approve the minutes from the August 13, 2018 Plan Commission meeting as presented. Motion carried 5-0. PUBLIC COMMENT Mary Ellen Kearney asked Commissioners to consider aesthetics when approving all projects, sighting the newly constructed duplex on West Street which she feels doesn’t fit the neighborhood. Mary Heimbecher asked that the Plan Commission and School Board change their meetings so that they aren’t on the same night. NEW BUSINESS Village President, Chris Zellner, read allowed a prepared statement and then recused himself from the Legion Property discussion. Mr. Zellner left the meeting at 6:05 p.m. Motion Zeman, second Thomas, to appoint Ms. Springman as interim Chairperson. Motion carried 4- 0. 1 Initial Consultation for Rezoning and Comprehensive Plan Amendment for the Legion Property, 417 E. Main Street, for an Age Restricted Multifamily Project Representatives of LZ Management presented preliminary plans to purchase the Legion property for redevelopment and relocate them to Lot 11 in the Waunakee Business Park. This was an initial consultation only, no action was taken. Mr. Zellner returned to the meeting assuming the Chair at 6:32 p.m. 2 Discuss and Take Action on Site Plan and Certified Survey Map, Octopi Building Addition, 1131 Uniek Drive Motion Zitzelsberger, second Springman, to recommend conditional approval of the CSM to the Village Board, and approve the site plan subject to all outstanding staff issues resolved to the satisfaction of the Village Engineer. Motion carried 5-0. 3 Discuss and Take Action on Proposed Façade Improvements, Reis Properties, 1001 Arboretum Drive Staff had no concerns with the proposal. Motion Springman, second Zeman, to approve the site plan for façade improvements to the Reis Property at 1001 Arboretum Drive as presented. Motion carried 5-0. 4 Public Hearing and Discussion/Action on a Request by Steve Monk, 206 Winston Way, for a Conditional Use Permit to Construct an Airplane Hangar The public hearing was opened at 7:05 p.m. Several neighbors/pilots association members were present to speak. There were varying opinions on the allowable distance for structures adjacent to the runway. A document showing the “object free area” was submitted but not verified prior to the meeting. The public hearing was closed at 7:16 p.m. Motion Zeman, second Springman, to table the item pending verification from regulatory bodies for airport safety and staff was asked to verify the distance of the closest existing structure. Motion carried 5-0. 5 Public Hearing and Discussion/Action on Conditional Use Permit, Waunakee Pet Wellness Complex, Lot 15 Waunakee Business Park, Phase 2 The public hearing was opened at 7:35 p.m. No one present wished to speak. The public Hearing was closed at 7:36 p.m. Motion Zeman, second Zitzelsberger, to approve the conditional use permit as presented. Motion carried 5-0. 6 Public Hearing and Discussion/Action on a Request to Amend the GDP for Kilkenny Farms Commons to Consolidate 82 Multifamily Units Previously Approved for Lots 263 & 264 of CSM 14357 The public hearing was opened at 7:45 p.m. No one present wished to speak. The public Hearing was closed at 7:47 p.m. Motion Springman, second Thomas, to recommend approval of the GDP amendment to the JPC and Village Board with staff to finalize proposed changes identified during discussion. Motion carried 5-0. 7 Consideration of Downtown Parking Study Staff presented a proposal for a graduate student from the UW to undertake a parking inventory to gather information for future needs. No formal action taken. 8 Public Hearing and Discussion/Action on Proposed Zoning Changes Related to Building Height Standards, Lot Area Standards, and Setbacks from More Restrictive Districts Attorney Kleinmaier made a presentation of the proposed language for the amendment, outlining several incorrect statements printed in the recent letters to the editor of the Waunakee Tribune. The public hearing was opened at 8:13 p.m. President Zellner read aloud six registration forms in opposition of the changes. Five additional residents registered and spoke in opposition. The public hearing was closed at 8:30 p.m. Commission members then discussed the amendments. Motion Zellner, second Springman, to recommend approval of the zoning amendments to the Village Board. Motion carried 4-1, with Zitzelsberger opposed. WAUNAKEE/WESPORT JOINT PLAN COMMISSION ITEMS FOR ACTION 1 Initial Consultation, Mini Storage Units, Spahn, 5490 CTH Q, Town of Westport The Village defers to the Town on this matter. 2 Initial Consultation, Dremsa, Proposed Additional Residence on Lot Located at 5846 Endres Road, Town of Westport The Village defers to the Town on this matter. 3 Public Hearing and Discussion/Action on a Request to Amend the GDP for Kilkenny Farms Commons to Consolidate 82 Multifamily Units Previously Approved for Lots 263 & 264 of CSM 14357 The Plan Commission recommended approval to the JPC and Village Board as stated under Item No. 6. 4 Woodland Drive/Peaceful Valley Parkway Public Informational Meeting Update Plan Commissioners were made aware of the scheduled open house on September 19, 2018.
