VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 West Main Street December 10, 2018 6:00 PM Meeting Minutes CALL TO ORDER: The meeting was called to order at 6:00 p.m. ROLL CALL: Present: Chris Zellner, Sue Springman, Joe Zitzelsberger, Brad Zeman, Brian Malich, Chris Thomas Absent: Tim Black Also Present: Kevin Even, Brian Kleinmaier, Ed Freer, Jason Valerius, Monica Schneider, Paul Kardatzke, Thomas Ballweg, Jill Newhouse, Derrek & Kelcey Kinzel, Wade Wyse, Wayne Whiting, Jeff Connelly, Scott Hamlin, Andrew Woodman, Maria Patt, Sam Kaufmann, Brain Bauman, Roberta Baumann, Gerry Ashmore, Jerry Tierney, Don Tierney, Michael Lawton. MINUTES 1 October 8, 2018 Motion Springman, second Zitzelsberger, to approve the minutes from the October 8, 2018 Plan Commission meeting as presented. Motion carried 6-0. PUBLIC COMMENT None NEW BUSINESS 1 Public Hearing & Discussion/Action on a Request by Nord Gear for Site Plan Approval and Conditional Use Permit for a ~75,000 Square Foot Addition to the Existing Building at 800 Nord Drive After a presentation by the applicant, Mr. Zellner opened the public hearing at 6:08 p.m. There were no comments or questions from the public, and the hearing was closed at 6:10 p.m. Motion Springman, second Zitzelsberger, approve the site plan and two conditional use permits as drafted subject to all staff issues resolved to the satisfaction of the Village Engineer. Motion carried 6-0. 2 Discuss & Take Action on Certified Survey Map, Site Plan & Specific Implementation Plan for Boston Pizza, Kilkenny Farms Commons The applicant made a presentation with revised drawings addressing concerns brought up by staff and answered questions by the Commission members. Motion Zeman, second Thomas, to recommend approval of the CSM to the Village Board subject to final review and approval by the Village Engineer. Motion carried 6-0. Motion Zeman, second Thomas, to approve the site plan/specific implementation plan subject to final review and approval by the Village Engineer, but the SIP must include: 1. One barn foundation remnant wall along CTH Q 2. Modification to the entryway as recommended by staff 3. Further enhancements to the proposed water wheel element. Motion carried 6-0. 3 Discuss and Take Action on Proposed Signage for Fortifi Bank, 1330 Montondon Avenue Following discussion of code requirements, motion Springman, second Malich, to approve the proposed signage conditioned upon the south and west facing cupola lighting reduced by 50%, and the drive-thru signage must be less than 6” in depth or will require a conditional use permit. Motion carried 6-0. 4 Initial Consultation Kilkenny West General Development Plan & Certified Survey Map Brian Bauman of Festival Foods made a presentation. They are proposing an approximately 67,000 square foot store in the northwest corner of the Kilkenny West property along CTH Q. No action necessary. 5 Discuss and Take Action on 4-Lot Certified Survey Map, Kilarney Way, Kilkenny Farms. The proposed CSM will convert 5 lots into 4 larger lots. Staff had no concerns. Motion Zitzelsberger, second Zeman, to recommend approval of the CSM to the Village Board. Motion carried. 6-0 WAUNAKEE/WESPORT JOINT PLAN COMMISSION ITEMS FOR ACTION 1 Minutes: September 11, 2018 No action taken. 2 Discuss & Take Action on Certified Survey Map, Site Plan & Specific Implementation Plan for Boston Pizza, Kilkenny Farms Commons Village PC recommended approval (see above). 3 Initial Consultation Kilkenny West General Development Plan & Certified Survey Map No action necessary. 4 Discuss and Take Action on 4-Lot Certified Survey Map, Kilarney Way, Kilkenny Farms.
