The meeting was called to order at 6:00 p.m.

MINUTES
1 March 11, 2019
Motion Springman, second Zitzelsberger, to approve the minutes from the March 11,
2019 Plan Commission meeting as presented. Motion carried.
PUBLIC COMMENT: None
NEW BUSINESS
1 Public Hearing and Discussion/Action on a Request to Amend the Conditional Use
Permit for Lone Girl Brewing, 114 W. Main Street, for an Additional Access
Doorway to the Rooftop Seating Area
Kevin Abercrombie presented the revised plans for the exterior 8x7 foot doorway that
was originally to be a garage door. Staff explained that due to the revised plan, the CUP
did not need amending but they chose to continue with the public hearing as noticed. The
public hearing was opened at 6:11 p.m. There were 35 written registrations for support,
and 6 additional that did not register, but spoke in support. There were two people that
spoke in opposition and one written letter in support with conditions. The public hearing
was closed at 6:32 p.m. Mr. Abercrombie stated that he is willing to meet with the
neighbors to discuss their concerns. Motion Thomas, second Springman, to approve the
amended conditional use permit as presented to the commission. Motion carried 5-0.
Chairperson Zellner called for a brief recess from 6:38-6:41 p.m.
2 Conceptual Review, Festival Foods, to be Located in the Kilkenny Farms West
Commercial Center at the Southwest Corner of Woodland Drive and County Highway Q
Representatives from Festival Foods presented revisions and updated plans based on
discussions with staff. Commission members gave feedback on the proposed changes. No
action taken.
3 Public Hearing and Discussion/Action on a request from Kilkenny Farms West, LLC to
approve a General Development Plan (GDP) for Kilkenny Farms West Commercial
Center at the southwest corner of Woodland Drive and County Highway Q
Atty. Mike Lawton presented the proposed GDP for Kilkenny Farms West. The public hearing
was opened at 7:20 p.m. Dan O’Callighan, representing Forward Development Group, spoke of
concerns with traffic, water supply and stormwater negatively affecting the development across
the street. Chair Zellner read aloud written comments from Robert McPherson. Maria Patt
questioned if the existing roads can handle the added traffic from these developments. The
public hearing was closed at 7:29 p.m. Motion Malich, second Thomas, to recommend approval
of the GDP to the JPC and Village Board, with the condition that all staff comments including
but not limited to inclusion of sidewalks, a landscape buffer at the rear of Lot 1,
Peaceful Valley Parkway be changed to S. Holiday Drive, and language that a CUP be
required for a building over 55,000 s.f., be resolved to the satisfaction of the Village Engineer
and Village Attorney. Motion carried 5-0.
4 Discuss and Take Action on a Certified Survey Map for Kilkenny Farms West
Commercial Center at the southwest corner of Woodland Drive and County Highway Q
Motion Zitzelsberger, second Springman, to recommend approval of the CSM to the JPC and
to the Village Board, with the condition that all staff comments be resolved to the satisfaction
of the Village Engineer and Village Attorney. Motion carried 5-0.
5 Public Hearing and Discussion/Action on Request by The Laurel Apartment Complex,
Kilkenny Commons, for a Conditional Use Permit to Exceed the Maximum Height Limit
for Portions of the Gabled Roof
Staff presented the conditional use permit drafted by the Village Attorney. The public hearing
was opened at 7:52 p.m. There was no one present who wished to speak. The public hearing
was closed at 7:53 p.m. Motion Zitzelsberger, second Thomas, to approve the conditional use
permit as presented. Motion carried.
6 Discuss and Take Action on Site Plan/Specific Implementation Plan for The Laurel
Apartment Complex, Kilkenny Commons
This item was deferred from the last meeting to allow the applicant to work with staff on the
issue of sidewalks and obtaining the CUP for the height of the buildings. Dan Seeley presented
the revised plans showing the added sidewalks as a result of meetings with village staff. Mr.
Even noted that there will need to be a snow storage easement on the north side of the
property. Motion Zitzelsberger, second Springman, to approve the SIP with the parking
exception based on Middleton standards, conditioned upon all staff comments resolved to the
satisfaction of the Village Engineer. Motion carried.
7 Discuss and Take Action on Specific Implementation Plan and Final Plat of Golden
Ponds Addition to Westbridge
Mr. Even stated that the applicant is working with staff to resolve some stormwater issues. No
action taken.
8 Discussion of HyVee Specific Implementation Plan and Request for Conditional Use
Permit
The applicant asked to be taken off the agenda.
