VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street August 12, 2019 6:00 PM Meeting Minutes CALL TO ORDER The meeting was called to order at 6:00 p.m. ROLL CALL: Present: Chris Zellner, Joe Zitzelsberger, Brad Zeman, Chris Thomas, Brian Wallace. Absent: Kristin Runge, Brian Malich Also Present: Kevin Even, Bryan Kleinmaier, Tracy Meinholz, Nila Frye, Mike Schott, Maria Patt, Sam Kaufmann, Roberta Baumann, Mary Ellen Kearney, Robert McPherson, Mike Lawton, Don Tierney. MINUTES 1 August 12, 2019 Motion Wallace, second Zeman, to approve the minutes from the August 12, 2019 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT: Don Tierney spoke up about recent break-ins in the area and encouraged residents to be cautious. PUBLIC HEARING 1 Public Hearing and Discussion/Action on a General Development Plan and Related Zoning for Arboretum Village Subdivision, Corner of Woodland Drive & Hogan Road Mr. Even introduced the item. The public hearing was opened at 6:05 p.m. Robert McPherson and Don Tierney both spoke. The public hearing was closed at 6:11 p.m. Motion Zitzelsberger, second Zeman, to recommend approval of the General Development Plan to the Village Board subject to final review and approval by the Village Engineer and Village Attorney with the understanding that changes will be made to the GDP to the extent necessary to ensure zoning changes are enforced by the village and architectural are enforced by the developer or HOA, fence language in Sec. 3.25(e) to be finalized to address maintenance, and to take lot 161 out of the GDP to be rezoned later. Motion carried 4-0-1 with Zellner abstaining. NEW BUSINESS 1 Discuss and Take Action on Final Plat and Specific Implementation Plan for Arboretum Village Subdivision, Corner of Quinn Drive and Hogan Road Mr. Even stated that Strand is still reviewing the latest stormwater plans, but that staff is comfortable with the overall plan. Motion Zitzelsberger, second Wallace, to recommend approval of the Arboretum Village Final Plat to the Village Board subject to all outstanding staff comments revised to the satisfaction of the Village Engineer. Motion carried 4-0-1, with Zellner abstaining. Motion Zitzelsberger, second Zeman, to approve the Specific Implementation Plan subject to the satisfaction of the Village Engineer and Village Attorney, conditioned upon Village Board approval of the General Development Plan. Motion carried 4-0-1, with Zellner abstaining. REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION Mr. Even reported on items before the Waunakee/Westport Joint Planning Committee.
