VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street July 13, 2020, 5:30 PM Meeting Minutes CALL TO ORDER The meeting was called to order at 5:30 p.m. ROLL CALL: Present: Chris Zellner, Phil Willems, Brian Malich, Brad Zeman, Chris Thomas, Brian Wallace. Absent: Kristin Runge Also Present: Kevin Even, Tracy Meinholz, Bryan Kleinmaier, Don Tierney, Mike Lawton. MINUTES 1 June 8, 2020 Motion Zeman, second Thomas, to approve the minutes from the June 8, 2020 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT: None NEW BUSINESS 1 Public Hearing and Discussion/Action on a request for Conditional Use Permit by Reis Properties, 1001 Arboretum Drive, to allow operation of a hair salon within a multi- tenant building in the I-1 zoning district. The public hearing was opened at 5:36 p.m. After introduction by Even and confirmation that there were no written or oral comments, the public hearing was closed at 5:39 p.m. After further questions and discussion, a motion was made by Willems, seconded by Wallace, to approve the CUP for a hair salon at 1001 Arboretum Drive as drafted by the Village Attorney. Motion carried. 2 Public Hearing and Discussion/Action on a request for Conditional Use Permit by Octopi Brewing Company, 1131 Uniek Drive, to exceed the maximum height limit of 45 feet by an additional 8 inches. The public hearing was opened at 5:41 p.m. After a presentation by Even and confirmation that there were no written or oral comments from the public, the public hearing was closed at 5:44 p.m. After further questions and answers regarding the expansion project, a motion was made by Zeman, seconded by Willems, to approve the CUP, as prepared by the Village Attorney, allowing Octopi to exceed the height limit by 8 inches. Motion carried. 3 Discussion/Action on Providing Guidance to Village Staff on Repealing Section 133-16 (Restrictions on rezoning for multifamily use) in the Village Zoning Code and Possible Amendments to the Comprehensive Plan Relating to Multifamily and Affordable Housing Jason Valerius, the Village’s planning consultant, presented the recommendation from the Community Development Authority (CDA) for repealing section 133-16 of the Village Code. After discussion on the matter, the Commission recommended that Staff bring this item back next month for further review and discussion. No action taken. 4 Discussion/Action on Providing Guidance to Village Staff on Possible Comprehensive Plan and Zoning changes related to Main Street transitional areas After a brief explanation by staff, and background on the proposed changes, there was consensus by the Commission members to postpone working on this for a few months. No action taken. REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION There is no JPC meeting this month. ADJOURN Motion Willems, second Thomas, to adjourn the meeting at 6:49 p.m. Motion carried.
