VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING **Via Zoom Webinar** September 14, 2020, 5:30 PM Meeting Minutes CALL TO ORDER The meeting was called to order at 5:30 p.m. ROLL CALL: Present: Chris Zellner, Phil Willems, Kristin Runge, Brian Malich, Brad Zeman, Chris Thomas, Brian Wallace. Absent: None Also Present: Nila Frye, Angie Ramos, Mike Lawton, Brad Allen, Jeff Kraemer, Jerry Tierney, Matt Karls, Mary Heimbecher, Roberta Bauman, Sam Kaufman. MINUTES 1 August 10, 2020 Motion Thomas, second Zeman, to approve the minutes from the August 10, 2020 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT: Mike Lawton commented on the Kraemer CSM and associated driveway easement. NEW BUSINESS Brian Wallace arrived at 5:41 p.m. 1 Discussion / Action on a Request by Karls Family Dentistry, 400 W. Second Street, for a Certified Survey Map and Site Plan Approval for a ~2,800 square foot Building Addition The applicant is proposing a remodel of the existing building and a 2,824 sq ft addition to building to account for better access. They will add more work rooms and office space, and increase size of the lobby. They will need a parking exception to lessen the 25’ setback from a residential district. As the neighboring property is a multifamily building, staff doesn’t see an issue with this request. Staff is also requesting a sidewalk be installed on O’Malley street where there isn’t one currently. Motion Zeman, second by Wallace, to recommend approval of the Karls CSM to the Village Board and to approve the site plan and grant the parking exception, subject to final approval by the Village Engineer. Motion carried. Kristin Runge arrived at 5:53 p.m. 2 Discuss and Take Action on a Proposed Brewhouse Addition to the Southeast Corner of the Octopi Property, 1131 Uniek Drive The applicant is seeking site plan approval for a 2,395 sq ft addition to the southeast corner of the existing building. Approval of the attached site plan is subject to the applicant receiving a variance from the zoning board of appeals for a corner of the building located within the setback line of the lot. This public hearing is scheduled before the BOA on September 24th. Motion Malich, second by Zeman, to approve the site plan subject to the applicant obtaining a variance from the zoning board of appeals, and all outstanding comments addressed to the satisfaction of the Village Engineer. Motion carried. 3 Discuss and Take Action on a Request by Kraemer Development for a Certified Survey Map, Sarah Lane, Woodland Crest Development The applicant previously applied for and received approval of the site plan for Lot 1 of the proposed CSM. At that time staff had requested the developer to divide the lots. This CSM is the result of that recommendation. Motion Malich, second by Thomas, to recommend approval of the CSM to the Village Board subject to all outstanding issues being resolved to the satisfaction of the Village Engineer. 4 Public Hearing and Discussion/Action on a Proposed Amendment to the Village of Waunakee Zoning Code in which Section 133-16 (Restriction on Rezoning for Multifamily Use) Would Be Repealed from the Zoning Code The public hearing was opened at 6:27 p.m. No hands were raised to speak. The public hearing was closed at 6:29 p.m. Mr. Zellner read allowed an email from Linda Ashmore. Staff responded to each of the 8 questions in turn. After discussion of the ordinance amendment, the commission chose to defer action until after the next agenda item was considered. 5 Public Hearing and Discussion/Action on a Proposed Amendment to the 2017 Waunakee/Westport Joint Comprehensive Plan in which Language Addressing the Ratio Between Single-Family Housing and Multi-Family Housing in the Village of Waunakee would be Modified The public hearing was opened at 6:48 p.m. No hands were raised to speak. Mr. Zellner read allowed an email from Ann Lewandowski. The public hearing was closed at 6:51 p.m. After presentation and a lengthy discussion of the proposed language, the Commission members asked staff to make changes and bring back. No formal action taken on agenda item No. 4 or 5. REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION There is no JPC meeting this month.
