VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street September 13, 2021, 5:30 PM Meeting Minutes CALL TO ORDER Mr. Zellner called the meeting to order at 5:30 p.m. ROLL CALL: Present: Chris Zellner, Gary Herzberg, Phil Willems, Chris Thomas, Brian Malich, Kevin Phelps, Brian Wallace. Absent: None Also Present: Tim Semmann, Todd Schmidt, Bryan Kleinmaier, Jason Valerius, Tracy Meinholz, Roberta Baumann, Nila Frye, Neil Kruschek, Konner Kearney, Jessica Vaughn, Mary Heimbecker, Joseph Mayer, Mary Ellen Kearney, Dean Meier, Sam Kaufmann. MINUTES 1 August 9, 2021 Motion Thomas, second Williams, to approve the minutes from the August 9, 2021, Plan Commission meetings. Motion carried. PUBLIC COMMENT None PRESENTATIONS 1 CARPC Presentation on Regional Development Framework Sean Higgins, AICP, Senior Community Planner with CARPC Recently, the Capital Area Regional Planning Commission (CARPC) presented their process to begin updating the regional plan, which resulted in the creation of a Regional Development Framework. Using information collected during the Greater Madison vision process, CARPC developed widely agreed upon goals and objectives for future growth and development. The Framework’s goals, objectives, and recommendations are intended to be incorporated into the plans and policies of local governments, community organizations, and businesses. No action necessary. Gary Herzberg arrived at 5:54 p.m. PUBLIC HEARING 1 Public Hearing & Discussion/Action on a Request for Conditional Use Permit by Valley Foods Inc./Culver’s, 900 E. Main Street, to Expand the Existing Drive-Thru to a Side- by-Side Double Drive-Thru Phil Willems left the meeting due to a conflict of interest. Valley Foods Inc. the owner and operator of the existing Culver’s Restaurant at 900 E. Main Street is requesting approval of a conditional use permit to install a second drive-thru order point adjacent to (south of) the existing drive-thru on the property. The second drive-thru 1 aisle is in response to a need to modify operations, so they are more accommodating to increased drive-thru demand – as accentuated by the COVID pandemic. Additional “order- waiting” spaces will be provided in the form of designated parking stalls to manage the wait time after the menu board. In addition, six (6) stalls will be added at the SE corner of site and the stalls on south lot line will be shifted slightly southward to accommodate the 2nd drive thru and travel lane. The public hearing was opened at 6:07 p.m. It was closed at 6:08 p.m. with no comments from the public. Motion Wallace, second Thomas, to approve the conditional use permit in the Plan Commission packet, with the following changes: (1) remove the existing Section 2.c.; (2) replace the map referenced in Section 2.b. with a map that shows the sidewalk terminating at the south driveway entrance and moving to the east as described by the Culver’s representative; and (3) adding a new Section 2.c. that states: When the intersection of Schumacher Road, Raemisch Road, and State Highway 113 is completed, the Village retains the authority to reconsider sidewalk access to the Culver’s restaurant from the north. Motion carried 6-0. Phil Willems returned to the meeting. NEW BUSINESS 1 Concept Plan for Woodland Crest GDP Amendment for Multifamily on Outlot 1 and Inclusion of Residential Lots Along Century Ave/CTH Q Forward Development Group, LLC is requesting review and commentary regarding a proposed 94-unit multi-family building located at the NW corner of the intersection of Simon Crestway and Peaceful Valley Parkway (Outlot 1 of the Woodland Crest plat). The three-story building as currently proposed would consist of nine studio units, 55 1-BR units, and 30 2-BR units. The development would include a mix of at-grade and below grade parking, with below grade parking consisting of approximately 106 stalls. To accommodate the development, the applicant proposes an amendment of the Woodland Crest GDP to include this Outlot, along with the with the two small adjacent lots at the NE corner of Peaceful Valley Parkway and County Rd Q. A concept plan for the two smaller lots was recently reviewed by the Commission at its July 12 meeting. No action taken. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION UPATE 1 JPC Agenda September 14, 2021 Staff gave an update on the agenda items for the JPC meeting. No concerns from Village PC members.
