VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 West Main Street October 10, 2022 5:30 PM Meeting Minutes CALL TO ORDER Mr. Zellner called the meeting to order at 5:30 p.m. ROLL CALL: Present: Chris Zellner, Gary Herzberg, Joe Zitzelsberger, Brian Wallace, Chris Thomas, Brian Malich, Kevin Phelps Absent: None Also Present: Tim Semmann, Tracy Meinholz, Jeff Lipes, Thomas Hiller, Joel Geissbchler, Maria Patt, Phil Willems, Bill Ranguette, Sam Kaufmann. MINUTES 1 September 12, 2022 Motion Zitzelsberger, second Thomas, to approve the September 12, 2022, Plan Commission Minutes. Motion carried. PUBLIC COMMENT None PUBLIC HEARINGS 1 Public Hearing & Discussion/Action on a Request for Conditional Use Permit by Jeffrey Lipes & Thomas Hiller to Remove the Existing Garage at 102 W. Third St. & Rebuild with a New 1,080 Square Foot Garage Exceeding the 800 Square Foot Maximum Allowed. The applicant is seeking approval of a conditional use permit to remove the existing garage and replace it with a larger one. The new garage would be situated in the same general orientation as the existing detached garage, with the distance to the side and rear yards remaining unchanged. The proposed garage is in general harmony with the surrounding uses, as there are several detached garages located along the alley that serves the applicant’s property. The public hearing was opened at 5:34 p.m. No one present wished to speak. Ann Lewandowski of 103 W. Third Street sent an email of support which was read aloud. The hearing was closed at 5:35 p.m.  Motion Wallace, second Zitzelsberger, to approve the site plan and conditional use permit for 102 W. Third Street as recommended by staff. Motion carried 7-0. BUSINESS ITEMS 2 Initial Consultation, Creation of 3 Acre Parcel for Multi-Tenant Office/Warehouse Use, Frank H. Street, Waunakee Business Park Chris Zellner recused himself due to his employer having an affiliation with applicant. Gary Herzberg took over as Chair. St. Somewhere, Inc. is seeking feedback on a concept plan to construct two buildings on the north side of Frank H Street. The three-acre site would be developed in two phases, with Phase I consisting of an approximately 35,000 SF two story office building situated on the north side of the site; the southerly building – part of phase II – would be a single story approximately 12,000 SF office building with flex space. The applicant should note there is a parking setback of 25’ from the public right-of- way per the Business Park covenants, no outside storage of equipment is allowed within this area of the Business Park without an amendment to the GDP, and while it is understood that the building associated with Phase II will be constructed at a later date, the applicant is encouraged to provide general conceptual design for the southerly building. Mr. Ranguette answered questions on parking, use of space and future plans. No action taken. Zellner resumed the Chair. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION UPDATE The JPC meeting was cancelled due to lack of agenda items.
