VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 West Main Street November 13, 2023, at 5:30 PM Meeting Minutes CALL TO ORDER Ms. Runge called the meeting to order at 5:37 p.m. ROLL CALL: Present: Kristin Runge, Tricia Braun, Joe Zitzelsberger, Brian Wallace, Chris Thomas, Kevin Phelps, Chris Zellner. Absent: None Also Present: Tim Semmann, Jared Heyn, Bryan Kleinmaier, Jason Valerius, Maria Patt, David Kennedy, Thomas Hiller, Jeff Lipes, John Dooley, Bernie Kennedy, Linda Ashmore, Mary Heimbecker, Robin Savola, Mike Schwindenhammer, Konner Kearney, Gerry Olson, Robert McPherson, Sam Kaufmann. MINUTES 1 October 9, 2023 Motion Braun, second Zitzelsberger, to approve the October 9, 2023, Plan Commission Minutes. Motion carried. PUBLIC COMMENT Linda Ashmore expressed concerns about the potential parking and traffic issues that may arise with the proposed middle school. John Dooley spoke against multi-family housing in the Village. Thomas Hiller and Jeffrey Lipes spoke in favor of retaining the playground at the middle school. Lastly, Robert McPherson expressed support for the proposed chicken ordinance and recommended reducing maximum parking standards. BUSINESS ITEMS 1 Discuss and Take Action on a Comprehensive Plan Amendment, Two-Lot Certified Survey Map (CSM), and Re-Zoning of Property Generally Located on the North Side of Kennedy Road Along the West Side of the Railroad Tracks, Approximately ½ mile west of STH 113 The Kennedy Family Limited Partnership is requesting approval to amend the Waunakee-Westport Comprehensive Plan, approve two certified survey maps, and Page 1 of 4 rezone properties in the Town of Westport. The changes will allow for the creation of a new park and natural resource area, as well as consistency with zoning requirements. The public hearing opened at 5:50 p.m. There were no public comments before closing the hearing at 5:51 p.m. Motion Runge, second by Braun, to approve the resolution recommending the comprehensive plan amendment to the Joint Planning Committee that changes the use category for a five-acre parcel of land (PIN 0809-153-9330-5) located 500 feet north of Kennedy Road along the west side of the railroad tracks from the Community Residential to the Parks and Open Space designation. Motion carried 7-0. Motion Runge, second Braun, to recommend to the Joint Planning Committee approval of two (2) certified survey maps (CSM) for the purposes of clearly identifying lands that will be owned by Dane County and lands that will remain in the Kennedy Family, resulting in one 2-lot CSM located in the Village of Waunakee, along with one 3-lot CSM located in the Town of Westport. Motion carried 7-0. Motion Runge, second by Braun, to recommend to the Joint Planning Committee approval of a rezoning request to rezone three parcels of land (PIN 0809-153-9330-5, 0809-222-8500-7, 0809-222-8560-5) located in the extraterritorial zoning area (ETZ) from the A-3 zoning district to the A-1 zoning district. Motion carried 7-0. 2 Discuss and Take Action on a Site Plan for the Addition of New Athletic Field Lighting for the Varsity Softball Field, 1001 South Street. (Item for final action by the Plan Commission) The School District wants to install four lighting poles and fixtures around the varsity softball field - two 60ft and two 70ft tall. The nearest residential property is about 400ft away. The materials submitted comply with the adopted exterior lighting standards for athletic fields. Motion Braun, seconded by Wallace, to approve the site plan as submitted by the Waunakee Community School District subject to final review by the Village Engineer. Motion carried 7-0. 3 Discuss and Take Action on a Site Plan and Certified Survey Map (CSM) to Accommodate the Construction of a New Middle School at 501 South Street. (Site plan for final action by the Plan Commission) Waunakee Community School District plans to build a new middle school at 501 South Street, requiring the removal of Heritage Elementary School in June 2024. Page 2 of 4 Motion Runge, second by Zellner, to approve the certified survey map subject to all staff concerns addressed to the satisfaction of the Village Engineer as noted in the staff memos. Motion carried 7-0. Motion Braun, second Thomas, to approve the site plan to accommodate the construction of a new middle school subject to all staff concerns addressed in the memo and to the satisfaction of the Village Engineer and Community Development Director and recommend that the school district re-evaluate the pros and cons of reconfiguring the student and bus drop off areas. Motion carried 6-0 with Zitzelsberger opposed. 4 Concept Plan for 125-unit Residential Townhome Style Development Located Along the East Side of Simon Crestway on Outlot 2, Woodland Crest plat. Forward Development Group, LLC (FDG) is seeking feedback on a proposed concept plan for a multi-family residential development located on the east side of Simon Crestway on Outlot 2, Woodland Crest. Currently, the lands are zoned A-1 and are within the Woodland Crest development area. However, rezoning to a suitable designation will be necessary to accommodate the development. The latest iteration of the plan proposes dividing the land into three lots and an outlot. The easterly most lot at the north end of Dolan Avenue will be sold to a third party for the development of single-family homes. The northerly most lot will consist of 50 flats-style apartments (2-story) spread amongst five buildings. The southerly lot will include 75 units in a three-story building. The development will consist of a mix of studio, 1-BR, and 2-BR units. Issues related to the transition of housing types and building massing relative to adjacent development, along with design considerations, should continue to be explored. No action necessary. 5 Discussion Regarding an Amendment to the Village Municipal Code to Allow the Keeping of Chickens Proposed changes to the Waunakee Municipal Code would allow keeping chickens in specified zoning districts beyond the A-1E District. The changes include obtaining a license from the Clerk's Department, an accessory building permit, and keeping up to six chickens in residential zones, and up to 15 chickens in the G-1 zone reserved for public and private educational institutions. No action taken. This item will be brought back in final form at a future meeting. Page 3 of 4 5 Discussion/Action on an Amendment to Sec. 133-995 of the Zoning Code regarding Parking Requirements for Certain Residential and Non-Residential Uses (Item for Recommendation to the Village Board) Staff presented the updated ordinance for parking standards as discussed at the 10/9 meeting. Suggested text is included to provide alternative standards for industrial/warehousing uses. Motion Zellner, second Wallace, to recommend approval of the proposed changes to Sec. 133-995 of the Zoning Code (parking standards) to the Village Board. Motion carried 6-0 with Zitzelsberger opposed. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION UPDATE Staff provided an update. Attendees will be called on in the order in which hands are raised. Other items on the agenda which are not listed for public hearing do not require the Plan Commission to allow public comment, however the meeting chairperson can at their own discretion allow limited public comments.
