CALL TO ORDER

1 October 14, 2024
Motion Zellner, second Steinl, to approve the minutes from the October 14, 2024, Plan
Commission meeting as presented. Motion carried 7-0.
PUBLIC COMMENT
Robert McPherson spoke in support of the draft CTH Q Corridor Study.
BUSINESS ITEMS
1 Discuss and Take Action on a Request by Waunakee Pet Wellness Complex for a
Site Plan Amendment for Additional Fenced in Play Area at 1050 Lillian Street
The applicants are seeking an amendment to their site plan at 1050 Lillian Street to
incorporate two new fenced play areas for the Pet Wellness Complex. Phase 1 is
approximately 20’x40’ for a new fenced-in area with artificial turf on the front of the
building. Phase 2 is expected to add an indeterminate size of new fenced-in area with
natural turf on the southeast part of the building and will also involve moving the
dumpster to the south by 42’.
Staff have not seen a profile view of the proposed fence, and thus are unable to know
whether it complies with the current CUP clause (2.a.) requiring an opaque visual
buffer for the interior of all outdoor kennel areas.
No action taken. Applicant asked to provide missing information in order for this item
will be considered at the next meeting.
2 Discussion on MSA County Highway Q Corridor Study
In June 2024, the Village Board hired MSA Professional Services
to perform a corridor study of S Century Avenue (CTH Q) between the Village
boundary and Centennial Parkway. Since then, the consultants have worked with staff
and interviewed local developers to develop a draft plan proposed for the corridor,
including new lighting and trails.
MSA is looking for input from Plan Commission on the draft plan before it is taken to
a public open house in December and Village Board in January.
Steve Tremlett of MSA presented the study and Plan Commissioners gave feedback.
The next step is to take the plan to the community at an open house in December. No
action taken.

PUBLIC COMMENT INSTRUCTIONS
WRITTEN: Send written comments by 12:00 p.m. on date of meeting on any matter, either on or not on
the agenda, by emailing tmeinholz@waunakee.com or in writing to Plan Commission, 500 W Main St.,
Waunakee, WI, 53597.
IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand
to staff prior to start of meeting. Comments are limited to three-minutes per person and must be delivered
at the gallery podium for recording purposes. Accommodations can be provided for those unable to access
the podium.
VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click
“raise hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which
hands are raised. Those wishing to provide oral comments remotely must have their full name displayed
within the Zoom application and must state address of residence. Virtual comments are only allowed for
those who reside, own or lease property in the Village of Waunakee. Anonymous comments will not be
allowed.
*As permitted by the Wisconsin open meetings law and while not required, the Plan Commission has
chosen to allow public comments during their meetings. This is specifically listed on the agenda as
PUBLIC COMMENT. The Commission Members may not engage in discussion or take action during this
period but may consider deferring the subject to a later meeting with notice. State statute and/or Village
Code require PUBLIC HEARINGS on certain specified matters where the public can comment. The
meeting chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Plan Commission to allow public comment, however the
meeting chairperson can at their own discretion allow limited public comments.

No action will be taken by the Village Board at this meeting.
