CALL TO ORDER
ROLL CALL:

1 November 11, 2024
Motion Zitzelsberger, second Braun, to approve the minutes from the November 11, 2024, Plan
Commission meeting as presented. Motion carried 7-0.

BUSINESS ITEMS
1 Public Hearing & Discussion/Action on a Request by Waunakee Pet Wellness Complex
for an Amendment to the Conditional Use Permit & Site Plan for Additional Fenced
Play Area at 1050 Lillian Street (Item for final action by the Plan Commission)
The applicants are seeking an amendment to their site plan at 1050
Lillian Street to incorporate two new fenced play areas for the Pet Wellness Complex. Phase 1
is approximately 20’x40’ for new fenced-in area with artificial turf on the front of the building.
Phase 2 is expected to add an indeterminate size of new fenced-in area with natural turf on the
southeast part of the building, and will also involve moving the dumpster to the south by 42’.
The Conditional Use Permit was written to include only the original outdoor play area, so this
has been updated to include up to four outdoor play areas, with a standard planning condition
that future amendments to the site plan will require an updated CUP.
All staff comments have been resolved. The only outstanding question for Plan
The public hearing was opened at 5:35 p.m. With no one wishing to speak, the hearing was
closed at 5:36 p.m.
Motion Runge, seconded by Wallace, to approve the site plan and amendment to the
conditional use permit at 1050 Lillian Street. Motion carried 6-0-1 with Zellner abstaining.
2 Discuss & Take Action on a Request to Rezone 811 S. Division Street from I-2 to I-1.
(Item for recommendation to the Village Board)
The applicant is requesting a rezone of the subject property from the I-2 General Industrial
district to the I-1 Light Industrial District in order to be more consistent with the applicant’s
current and future planned uses.
Motion Zellner, seconded by Steinl, to recommend rezoning the property at 811 S. -Division
Street from I-2 General Industrial to I-1 Light Industrial. Motion carried 7-0.
3 Discuss and Take Action to recommend a Comprehensive Plan proposal (Final action
by Village Board)
The Village of Waunakee received 9 proposals by the deadline in response to the RFP for
Comprehensive Planning Services that was issued in October 2024.
Staff narrowed the list down to 4 proposals that would go before the Plan Commission for in
person interviews.
1) The Lakota Group (Chicago)
2) WGI (West Palm Beach, FL)
3) Mead & Hunt (Madison)
4) MSA Professional Services (Madison)
Each gave a brief presentation and answered questions from Commission members. Staff
directed to create a points matrix and compile questions from the members for the next
meeting.
No action taken.
WAUNAKEE/WESTPORT JOINT PLAN COMMISSION UPDATE
Meeting cancelled.

Motion Zellner, second Zitzelsberger, to adjourn the meeting at 8:30 p.m. Motion carried unanimously.

PUBLIC COMMENT INSTRUCTIONS
WRITTEN: Send written comments by 12:00 p.m. on date of meeting on any matter, either on or not on the agenda,
by emailing tmeinholz@waunakee.com or in writing to Plan Commission, 500 W Main St., Waunakee, WI, 53597.
IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand to staff prior
to start of meeting. Comments are limited to three-minutes per person and must be delivered at the gallery podium for
recording purposes. Accommodations can be provided for those unable to access the podium.
VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click “raise hand”
if on video or press *9 if on phone call. Attendees will be called on in the order in which hands are raised. Those
wishing to provide oral comments remotely must have their full name displayed within the Zoom application and must
state address of residence. Virtual comments are only allowed for those who reside, own or lease property in the
Village of Waunakee. Anonymous comments will not be allowed.
*As permitted by the Wisconsin open meetings law and while not required, the Plan Commission has chosen to allow
public comments during their meetings. This is specifically listed on the agenda as PUBLIC COMMENT. The
Commission Members may not engage in discussion or take action during this period but may consider deferring the
subject to a later meeting with notice. State statute and/or Village Code require PUBLIC HEARINGS on certain
specified matters where the public can comment. The meeting chairperson will identify rules for providing comments.
Other items on the agenda which are not listed for public hearing do not require the Plan Commission to allow public
comment, however the meeting chairperson can at their own discretion allow limited public comments.
