VILLAGE OF WAUNAKEE
PUBLIC WORKS COMMITTEE
A regular meeting of the Public Works Committee was held Wednesday, April 16, 2014, 6:00 p.m.,
at 500 W, Main Street, Waunakee, WI.
CALL TO ORDER
Chairperson Springman, called the meeting to order at 6:02 p.m.
Present: Sue Springman, Gary Herzberg, Chris Zellner, Randy Bolger, Paul Endres, Nila Frye.
Absent: Brian Wallace
Also present: Kevin Even, Jim Madden, Bill Frederick, Rick Moran, Todd Schmidt, Kent
Straus.
APPROVAL OF MINUTES
Motion Zellner, second Herzberg, to approve the February 12, 2014 minutes. Motion carried.
PUBLIC COMMENT: Bill Frederick introduced Rick Moran as the new Streets/Parks Foreman.
NEW BUSINESS DISCUSSION/ACTION
Consideration of Request to Change Turf Terrace to Concrete around Roundabout
Mr. Even explained the request from the owners of Village Mobile to change their terrace from grass to
concrete for easier maintenance. The DOT will not pay for this change. There is money in the Villages
portion of the budget for this minor change. Committee members asked to look into changing the
medians to concrete also.
Motion Herzberg, second Bolger, to authorize Mr. Even to negotiate concrete terrace and islands and
consult property owners on their preference. Motion carried.
Discussion of Snow Removal Request by Village Mobil at 501 W. Main Street
Mr. Even explained that Village Mobil has requested the Village assist with snow removal because of the
change in conditions caused by the roundabout. They feel that there will be excessive amounts of snow.
The owners were not able to attend the meeting but had indicated a willingness to wait and see what the
first year brings.
Main Street Construction Update & Consideration of Upgrade to LED Lighting
Mr. Even updated the members on the construction and detour and Administrator Schmidt went over the
media campaign. Mr. Even also presented a cost analysis for upgrading to LED lighting as part of the
Main Street project. There are incentives for doing so, but they do not offset the cost. He recommended
against it at this time.

Motion Herzberg, second Bolger, to not upgrade at this time as recommended by staff. Motion carried.
2014 Construction Project Updates
The local project on Pleasant/Hill/April will begin next week. The Main Street project will start sometime
after the 28th.
Street Condition Inventory Update (PASER)
Mr. Even distributed the most current numbers. There will be future meetings to discuss.
Waunakee/Westport UNPS Grant Application Update
Mr. Even gave an update on the application process.
Ash Tree Plan Update
Mr. Even presented the Committee with an option to host a public information meeting with a UW staff
person on the Dane County tree board as a guest speaker. Staff directed to proceed with scheduling and
come back with updates.
Reconsideration of Sidewalk on Bacon Street
After a brief discussion of the events that took place previously on this issue, Motion Zellner, second
Frye, to start the process to revisit this issue again. Motion carried.

Motion Zellner, second Endres to adjourn the meeting at 6:53 p.m. Motion carried.
